Any person who has a qualifying disability that requires the meeting or materials at the meetings to be in an accessible location or format should contact the Sauk County Clerk’s Office at 608-355-3286, between the hours of 8:00 AM and 4:30 PM, Monday through Friday, exclusive of legal holidays, at least 48 hours in advance of the meeting so that reasonable arrangements can be made to accommodate each request.

COMMITTEE OF THE WHOLE

JANUARY 13, 2026

COMMITTEE OF THE WHOLE MEETING: SAUK COUNTY BOARD OF SUPERVISORS

1. Call to Order and Certify Compliance with Open Meeting Law: 6:12 P.M.  Vice Chair Dietrich called the meeting to order.  Administrator Wilson certified compliance with open meeting law.

 

2. Roll Call. (16) Eberl, Kinsman, Klitzke, Harris, Deitrich, Krueger, Clemens, Lombard – left the meeting at 6:53 p.m., Cross, Fordham, Pocernich, McCumber, T. Spencer, Polivka, Burchill, and Lohr. VACANT: (2). VIRTUAL: (0). EXCUSED: (9) Carver, Peper, Dorner, Detter, R. Spencer, Waldon, Hazard, Evert, and Prosser.  ABSENT: (4) Roxen, Alexander, Stehling, and McAuliffe.   

 

Staff Present: Lisa Wilson, County Administrator; Cassandra Fowler, Senior Planner; Brian Simmert, Planning/Zoning Manager; and Timothy Kabat, Land Resources/Environment Director.

 

Consultant Team Present: Hannah Kroll, The Lakota Group; Hannah Bader, The Lakota Group; Siraj Asfahani, The Lakota Group; Scott Freres, The Lakota Group; Fran Lefor Rood, S.B. Friedman; Tony Canepa, S. B. Friedman; Stephanie Olson, TADI; and Darin Blang, Kapur & Associates.

 

3. Adopt Agenda MOTION (T. Spencer /Lohr) to adopt the current agenda. Motion carried unanimously.

 

4. Business.

  • Presentation and discussion by The Lakota Group on the Existing Conditions Report for the Comprehensive Planning process.

 

Siraj Asfahani, The Lakota Group, began the presentation focusing on the various areas of the Existing Conditions Report.

 

Fran Lefor Rood, S.B. Friedman, presented on the Sauk County Community Profile. 

 

Tony Canepa, S. B. Friedman, presented on the economy and the workforce within Sauk County.

 

Hannah Kroll, The Lakota Group, presented sections on tourism, culture, and sense of place as well as natural resources, open spaces, and recreation.

 

Vice Chair Dietrich noted point of order, due to lack of quorum, as Supervisor Lombard left the meeting at 6:53 p.m.

 

Siraj Asfahani, The Lakota Group, led engaging questions based upon the first couple of chapters.  Board members provided responses/ideas to questions proposed.

 

Tony Canepa, S. B. Friedman, spoke to the housing section.

 

Hannah Badar, The Lakota Group, presented on the land use and regulatory sections.  Siraj Asfahani presented what was heard through the public engagement process in each of these areas.

 

Stephanie Olson, TADI, presented information on our transportation system. 

Darien, Kapur & Associates, presented on utilities and community facilities.  Siraj Asfahani provided information on what they heard through the public engagement process regarding these areas.

 

5. Adjournment. Vice Chair Dietrich closed the meeting at 7:53 p.m.
