Ordinance 79-2011 Amending Chapter 36 Of The Sauk County Code Of Ordinances Sauk County Code Of Ethics And Values. MOVED (Alexander/Wenzel). Supervisor Alexander with overview. Todd Liebman, Corporation Counsel, regarding process for filing complaints, and the role of the Sauk County Ethics Inquiry Board. Supervisor Wenzel with clarification that this ordinance would be amending Code of Ethics Ordinance by adding the values section. Discussion in support of, and in opposition to ordinance; agreement with core values, but as a separate issue; and opposition to time frame of one year in which to file a complaint.
MOVED (Bychinski/Tollaksen), for the previous question (to end discussion). Supervisor Murray called for a point of order regarding ending discussion. Todd Liebman, Corporation Counsel, cited Rules of the Board, Rule VI. Procedure, C: “Any member wishing to speak to a question shall be permitted to do so at least once, and a motion for the previous question shall not be in order until every member has had such opportunity. No member may speak twice on any question until every member choosing to speak has spoken; nor shall any member, or other person, speak more than three minutes upon being recognized on a question.” Discussion in support of, and in opposition to the ordinance, and addressing core values as a separate issue continued by Board members who had not spoken at least once. Supervisor Bychinski recused himself from the Board meeting for this resolution, due to a possible conflict of interest. Discussion in support of, and in opposition to resolution; wage history of represented vs. non-represented employees; WRS contributions; 1% wage increase vs. merit increases; and wage compression.
