Badger Oversight Management Commission Planning and Land Use Committee

1. Meeting called to order 3:00 pm and certified compliance with open meetings law.

2. Review Agenda

3. Review Minutes July 10, 2014 PLU meeting: No revisions.

4. Brief Check-in by Commission Reps:

SPCA: Informed group that several stakeholders had met to discuss stakeholder involvement in BOMC and how this relates to the facilitator RFP being considered by BOMC. Curt Meine provided update on Apple Corps project stating that project had received small grant from Sauk Co. Extension and that a workshop will be held October 3-4 regarding the project at Badger. Workshop will include discussion of variety identification, management considerations and also include a field tour of trees at Badger.

USDA-DFRC: WDNR has contacted DFRC to plan for the upcoming deer hunting season. DFRC has drafted an access form for those wishing to access DFRC lands for projects and research. DFRC is working with USDA administration to determine their level of involvement on the Great Sauk Trail Commission and overall planning of the trail.

CSWAB: Summarized latest groundwater results from well testing and handed out map with summary of groundwater results. Informed group that Army will be hosting a groundwater update meeting on August 21st and that CSWAB will be hosting a follow up meeting on August 26th to discuss results presented at Army meeting.

Ho-Chunk: Informed group that Ho-Chunk staff had met with WDNR to discuss groundwater monitoring on those parcels slated for transfer to the Nation. Also informed group that Sauk Co. Planning Dept. staff had asked if Ho-Chunk rep. would be willing to take notes and prepare minutes for upcoming BOMC meeting due to the vacancy in the office of secretary/treasurer.

5. Open for public comment:

Rob Nurre: Commented that Master Plan being developed should include all lands and landowners at Badger and that this is clearly stated in WDNR application to National Park Service.

Don Hammes: Commented that PLU and full BOMC needs to raise Mr. Nurre’s concern with National Park service and that this should be an agenda item for the next PLU meeting.

6. Subjects for Discussion

SPCA Conceptual Plan: Group discussed the plan in general. SPCA stressed the importance of keeping this planning effort moving, in conjunction with the WDNR master plan, as it reflects the values and criteria of the Badger Re-use Report

7. Next meeting was not scheduled at this time.
