1. Call to order and certification of compliance with Open Meeting Law
2. Present-Sauk County Board of Canvassers: Marcy Huffaker, Sauk County Canvasser;
Patricia L. Carignan, Sauk County Canvasser; and Patricia A. Van Oosten, Lead Deputy

3. Others present-citizens: Patricia A. Van Oosten, Lead Deputy Sauk County Clerk requested members of the public sign in for attendance documentation. A Sauk County citizen, later identified as John Meegan, refused to sign in, stating he did not believe it was a legal requirement. Patricia Van Oosten, Lead Deputy Sauk County Clerk placed a call to the State of Wisconsin Government Accountability Board (GAB), to seek legal advice on this matter. A legal opinion was given that signing in is not a legal requirement, however, a second legal opinion was later given by the State of Wisconsin Government Accountability Board (GAB) that members of the public would be legally required to sign in if documents that are required to be secured are in the same room the canvass is being conducted in. As there were documents in the room that were required to be secured, (original results tapes, tally sheets, poll lists, inspectors’ statement, and a provision ballot), Patricia Van Oosten, Lead Deputy Sauk County Clerk requested that all members of the public in attendance sign in.
Two members of the public that were in attendance, but did not sign in, were identified by Sauk County Board Canvass member Patricia L. Carignan as John Meegan and Bob Madalon. Members of the public who signed in were Judy Spring, Christopher Lapp, Candy Dainty, Fred Dainty, John Meitner, and James Lombard.
4. Board of Canvassers verification that highest number of votes cast is not larger
than the highest number of voters on the poll lists for each municipality.
5. Canvass votes cast at the April 05, 2011 Spring Election:
Provisional Ballot for City of Reedsburg, Wards 4, 6, 11 & 14:
• Proper documentation for proof of residence was brought to the City of Reedsburg Clerk before 4:00 p.m. on Wednesday, April 06, 2011
• Sealed provisional ballot envelope opened by the Sauk County Board of Canvassers on April 07, 2011
• Voter was assigned number 575 on the City of Reedsburg poll list for Wards 4, 6, 11 & 14 by City of Reedsburg poll workers on election night

7. Reconvene, Wednesday, April 13, 2011 at 8:30 a.m., as provided in Wisconsin State Statutes §7.60(5)(b). Regarding: Township of Dellona W1-2, highest number of votes cast was 447; highest number on poll list was460, however, the number of ballots cast was 461, (number of Optical Scann [OS] ballots cast was 427; number of Touch Screen [TSX) ballots cast was 34; for a total number of ballots cast of 461). The documentation on the Township of Dellona’s Inspectors Statement, incident number 2, states: “A person, (voter #215), tried voting on the electronic machine and it didn’t have any Wisconsin Dells information on it so she ran the machine thru and didn’t vote for anybody, then voted on a paper ballot.”
As a result, at 2:30 p.m. on Tuesday, April 12, 2011, the Township of Dellona Clerk, Lisa Rockweiler, and her election inspectors came to the office of the Sauk County Clerk to review all ballots for the Township of Dellona, with the following results:
• Number of Optical Scann [OS] ballots cast was 427
• Number of Touch Screen [TSX) ballots cast was 33; (+ 2 rejected and 1 canceled),
for a total number of ballots cast of 460, resulting in no change to the results verified by the Sauk County Board of Canvassers.
8. Adjournment: 8:40 a.m., MOTION (Carignan/Huffaker), to adjourn. Motion carried unanimously.
