This meeting is open to the public. However, in light of the COVID-19 pandemic, members of the public may wish to watch the meeting on streaming video which can be found on the County’s webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell.

This property is located on real estate described as: E9420 Wildflower Lane, located in part of the NE ¼, SW ¼, Section 25, T13N, R05E, Town of Dellona, as further described in Petition 19-2022. Tax parcel 006-1184-00000, owned by Wildflower Guesthouse LLC.

Call to order and certify compliance with open meetings law
Meier called the meeting to order at 9:01 a.m. and certified that the meeting is noticed in compliance with open meeting law.
Adopt agenda
Motion by Allen/Klitzke to adopt the September 29th, 2022, Agenda. Motion carried, unanimously.
Elections of chair and vice chair and secretary
Meier called for nominations for Chair. Motion by Allen/Evert to nominate Robin Meier. Motion carried, unanimously.
Chair Meier called for nominations for Vice Chair. Motion by Evert/Klitzke to nominate Jaime Phephles. Motion carried, unanimously.
Chair Meier called for nominations for Secretary. Motion by Klitzke/Phephles to nominate Jennifer Evert. Motion carried, unanimously.
Adopt minutes of previous meeting – August 25, 2022
Chair Meier called for a motion to adopt the minutes from the August 25, 2022, meeting. Motion by Phephles/Allen to adopt the minutes from the August 25, 2022, BOA meeting. Motion carried, unanimously.

APPEALS:
Chair Meier announced the process for the public hearing portion. Public hearings began at 9:05 a.m.
SP-19-2022. Granting of a special exception permit pursuant to s. 7.036(5)(h) to authorize the operation of a lodging house. Tate Hillmann provided the information in the staff report. Hillmann included Exhibit G, which was an email from Terri Lynn Michael noting opposition to the request.
Brock Downie, Applicant, 1428 Smithfield Drive, Sun Prairie, WI provided information regarding the request to the BOA members.
Allen questioned why the Town recommended denial.
Downie provided information based upon his understanding of the recommendation.
Phephles pointed out that Exhibit D was the Town’s recommendation.
Wendy Lombard, E9539 Wildflower Dr, Reedsburg, WI registered in opposition.
Roland Lombard, E9539 Wildflower Dr, Reedsburg, WI registered in opposition.
Janyee Hundt, E9415 Ladyslipper Ct, Reedsburg, WI registered in opposition.
Kelly Jean Nicole, E9428 Wildflower Dr, Reedsburg, WI registered and appeared in opposition.
Norman Florence, E9409 Partridge Dr, Reedsburg, WI registered to appear in opposition, but did not speak.
James Jacobson, E9458 Wildflower Dr., Reedsburg, WI registered and appeared in opposition.
Chair Meier closed the hearing at 9:42 a.m.
Motion by Phephles/Evert to approve Petition 19-2022 for a special exception permit for a lodging house based upon the findings of fact and conclusion of law subject to the staff analysis and conditions as noted within the report and to include conditions K. to provide a guest book that lists house rules, a local contract, and emergency contact information and L. Demarcate the property boundary both on a map and on the property. Motion carried, unanimously.

Meier called for a motion to adjourn. Motion by Allen/Evert to adjourn the meeting at 9:45 a.m. Motion carried, unanimously.
