Aging & Disability Resource Center Committee
Thursday, December 1, 2016 at 8:27 a.m.
Third Floor County Board Gallery Room 326AB, West Square Building, 505 Broadway, Baraboo, WI 53913

Members Present:  Hovde, Kriegl, Spencer, Moore, and Braunschweig
Members Absent:  None
County Personnel:  Susan Blodgett, ADRC; Tony Tyczynski, Veterans; and Robin Kitzinger, ADRC

Others Present:  None.

Chair Kriegl called the meeting to order at 8:28 a.m. and compliance with the Open Meeting Law was verified.

MOTION (Spencer/Moore) to adopt the agenda.  Motion carried unanimously and agenda adopted.

MOTION (Moore/Braunschweig) to approve the minutes of the regular meeting on November 3, 2016.  Motion carried unanimously.

Public Comment:   None.

Communications:  
a) Blodgett read a letter from a transportation client wishing us happy holidays.

Tony Tyczynski, Veterans Service Office:
a) Tyczynski reported on November’s events including the Senior Expo outreach, Veterans Day activities including the Veterans outreach at MATC in Reedsburg, and the VA medical center Veterans Service Officer meetings in Madison and Tomah.
b) Tyczynski reported on the current demands and trends of people requesting services.
c) Tyczynski advised the Board that the Veterans Service Commission has one commissioner whose term expires at the end of the month and will be replaced.
d) Tyczynski reported upcoming activities of ISFAC, Partners in Health Aging meeting, Sauk County Veterans Council meeting, Regional Veterans Service Officer training, Host “Wills for Veterans” and benefit fair event, PTSD training for Lake Delton Police.
e) Tyczynski updated the Committee on the progress of the Veterans Service Office 2016 Goals and outcome efficiencies/performance measures.
f)  Tyczynski presented the monthly financial statement and list of bills for his department.

MOTION (Moore/ Braunschweig) to receive the report and approve bills in the amount of $999.67.  Motion carried unanimously.

Susan Blodgett, Aging & Disability Resource Center:
a) Blodgett reported the Triad Clinics have ended and 213 cars were inspected.
b) Blodgett reported on Personnel Dept/Risk Management requirements for our volunteers and adjustments needed by the ADRC to meet these requirements. 
c) Blodgett updated the Board on the cash handling efficiencies which require revamping processes and databases within the ADRC.  One change will involve direct billing clients (not covered by other programs) for travel.  Blodgett will bring a draft policy to the January ADRC meeting regarding writing off non-payment for services for decision/implementation.
d) Blodgett reported on December activities including a marketing campaign aimed at Caregivers, cooking demonstrations being held at the dining sites and January activities of SSM Heath St. Clare showing of the documentary “Being Mortal” and AARP volunteers manning the tax clinics. 
e) Blodgett updated the Board on the progress of the ADRC 2016 Goals and outcome efficiencies/performance measures.  Updates were also given on the status of the Reedsburg dining site location, North Freedom home delivered meals and the potential of providing extra frozen meals to get the clients through the weekend.  Blodgett will bring different scenarios and the related costs to the January meeting for the Board’s review.
f) Blodgett presented the monthly report and list of bills for her department for the month of October.

MOTION (Moore/Braunschweig) to receive the report and approve bills in the amount of $20,689.85.  Motion carried unanimously.

Aging & Disability Resource Center of Eagle Country Board Update:
Blodgett reported on the meeting held in November in which the State is redoing policies and passing them onto the ADRC.

Aging & Disability Resource Center Advisory Committee:  
The meeting scheduled for November 29th did not have enough members in attendance to meet a quorum, partially due to people retiring from the committee but not replaced.  Those in attendance brainstormed for names of possible replacements. 

Transportation Coordination Committee:  
Moore reported the quorum was met and the meeting went on as scheduled.  An overview was given on department ridership, status of the 8520 grant, plans to look at the bylaws in February, volunteer escort drivers risk management aspect, GWAAR funding, transportation needs in LaValle, taxi ticket availability, potential taxi ticket price increase and research of counties that have ride-share programs.

Spencer commended the ADRC in the seamless transition of replacing the previous Program Specialist and the great job Robin has done in filling this position.

Next Meeting Agenda Items:
a) Draft policy for potential client non-payment of services.
b) Scenarios of providing hot/cold weekend meals and associated costs.

MOTION (Spencer/Moore) to adjourn until Thursday, January 5, 2017 8:15 a.m.  Motion carried unanimously and the meeting adjourned at 9:52 a.m.
