Thursday, October 12, 2017 at 4:00 p.m.

Members Present: Kriegl, Spencer, Hovde, Braunschweig.
Members Absent: Moore
County Personnel: Susan Blodgett, ADRC; Quinn Hause, ADRC; Megan Fecht, ADRC; Kari Edwards, ADRC; Tony Tyczynski, Veterans
Others Present: Becky Dahl, ADRC Regional Director; Abe Haupt (Public Comment Only)
Chair Kriegl called the meeting to order at 4:03 p.m. and compliance with the Open Meeting Law was verified.
MOTION (Spencer/Hovde) to adopt the amended agenda. Motion carried unanimously and agenda adopted.
Minutes of Previous Meeting: Chair Kriegl questioned the minutes of the Veteran Service Office regarding the 2018 budget for social media. Discussion followed.
MOTION (Hovde/Spencer) to approve the minutes of the regular meeting on September 14, 2017. Motion carried unanimously.

Blodgett noted letters received from clients but not read due to time constraints.

Susan Blodgett, Aging & Disability Resource Center:
a) Blodgett presented a resolution commending Roberta Goodman for over 33 years of service.
MOTION (Spencer/Braunschweig) to approve the resolution. Motion carried unanimously and members in attendance signed the resolution.
b) Blodgett reviewed the departmental service trends and updates. Discussion held; no action taken.
c,d) Blodgett presented the monthly financial statement and the list of monthly invoices for her department.
MOTION (Spencer/Hovde) to approve the 2017 bills in the amount of $14,724.27. Motion carried unanimously.
e) Blodgett reported on the status of the 2018 budget. Discussion followed; no action taken.
f) Blodgett reported on the status of the ADRC office relocation and presented a floor plan showing the office spaces as they currently are today. Discussion followed. The Board asked Blodgett to invite Ian Crammond to next month’s meeting and email them the sizes for each of the ADRC staff offices on the proposed plan. No further action taken.
g) Blodgett opened the bids received for the purchase of a transportation handicapped service vehicle: Mobility Work (IL) 2017 Dodge Caravan $42,510; Freedom Motors (MI) 2017 Dodge Caravan $39,890 (includes a reduction of $3,250 rebate offered); A&J Vans (WI) 2017 Grand Caravan $41,774; 2018 Grand Caravan $41,362. Blodgett reminded the Board there is over $60,000 in the DOT account.
MOTION (Spencer/Hovde) to accept the bid from Freedom Motors for the 2017 Dodge Caravan in the amount of $39,890. Motion approved unanimously. Resolution to be presented to the Board in November.
h) Blodgett reported the bus has to be offered to 53.11 grant recipients first. We are a 53.10 grant recipient and will have an opportunity to purchase the bus if all 53.11 recipients pass on it. No action taken.
i) Blodgett reported the VFW in Reedsburg will be the new dining site for Reedsburg. The VFW is requesting $5,000 per year to rent the facility. Discussion followed. The Board agreed to the rental rate of $5,000 per year, but asked Blodgett to inquire about a rate of $4,000 per year instead.
MOTION (Braunschweig/Spencer) to move the Reedsburg Dining Site to the VFW at a rental rate of $5,000 per year. Motion carried unanimously.
j) Blodgett presented a Table of Organization for the ADRC based on services performed rather than funding sources including all Committees. Discussion followed.
MOTION (Spencer/Braunschweig) to accept the Table of Organization. Motion carried unanimously.
k) Blodgett explained this item was added at the request of this Board and updated them on various meetings held during the past month. Becky Dahl was introduced and discussion followed regarding Richland County acting as fiscal agent for the Region and Sauk County’s intentions should that remain unchanged. Dahl reported a meeting of the fiscal administrators of the counties is scheduled for 10/31/17 to discuss their concerns. The Board asked Blodgett to invite Kerry Beghin to attend next month’s meeting and update them on the outcome of the fiscal meeting. Spencer indicated if Richland County remains the fiscal agent, Sauk will pull out of the region.
Tony Tyczynski, Veterans Service Office:
a) Tyczynski presented departmental updates and service trends for his department.
No MOTION was done.
b) Tyczynski reviewed monthly financial statements.
No MOTION was done.
c) Tyczynski presented monthly bills for his department.
MOTION (Spencer/Braunschweig) to approve bills for $890.26. Motion carried unanimously.
d) Tyczynski presented an update on the budget for 2018.
No MOTION was done.
Aging & Disability Resource Center of Eagle Country Board Update:
Covered earlier in the meeting.
Aging & Disability Resource Center Advisory Committee: None. Next meeting scheduled for November 28, 2017.
Transportation Coordination Committee: None. Next meeting scheduled for November 28, 2017.
Blodgett reported she is waiting to hear if we are approved for the 53.10 grant before filling the vacant Transportation Coordinator position.
