Purpose

The properties on the resolution have delinquent 2008 real estate taxes.  They are eligible to be taken on a tax deed by Sauk County This resolution is authorizing the County Clerk to issue a tax deed on these properties.

Background

These 2 properties are currently owned by Claude and Ella Box (both deceased).  The heirs have not paid up the delinquent taxes.  The Highway Dept would like to the county to acquire these properties.  The western location of these properties is the ideal for a "satellite" site to use for a salt shed, etc.  The Highway Committee has given their approval for these plans.

We do know this property has contamination (gasoline/oil).  It use to be a gasoline station/grocery store.  Steve Muchow is working with an engineer to assess the extent of the contamination and what remediation steps will need to be followed.

The engineer is also assisting with the grant applications that are available for clean-up.  The Highway Dept would be responsible for demolition of the buildings and also any clean up that they could assist with.  Steve estimated demo of the buildings to be around $20,000.  The contribution the Highway Dept makes for clean-up could possibly be used as in-kind funds to cover our grant match.

The amount of delinquent taxes/interest/penalty and misc charges are shown in the attachments. 

Resolution Body

A final resolution will be presented to the Property & Insurance Committee at a meeting to be held right before the County Board Meeting on October 15, 2013.  They will be asked at this time to sign the final resolution.  A draft resolution will go into the county board packets

I will also be submitting the final fiscal note figures for Kerry's review and initials before I present this to Property & Insurance on 10/15/13.
