Purpose

To renew the County's existing Microsoft Enterprise Agreement for the licensing of Microsoft products - this is a three year agreement.

Background

Sauk County first entered into an enterprise ageeement in 2009 for the MS Office product as a replacement for the IBM Lotus desktop products.  The initial agreement was for 330 licenses, over time this number has been increased to accomodate the ongoing replacement of the dated Lotus product.  In 2012, the agreemnent was renewed and the desktop computer operating systems were added, as the OEM licensing purchased with the desktop computers no longer met our needs.

Over time the number of licensed units has been increased, through attrition, to the current count of 422.  It is anticipated that by April 2016, the total number of licenses owned by the County will be approximately 550.  This would be representative of one MS Office and one OS license for every computer workstation used by Sauk County

The 2015 budget was based upon the old agreement total cost, due to both a slight price increase and additional licensing, the actual cost is $3,448 more.

Resolution Body

WHEREAS, Sauk County utilizes the Microsoft Windows operating system and Microsoft Office on all computer workstations, and;

 

            WHEREAS, Sauk County is currently enrolled in a  three year Microsoft EA agreement, which is set to expire on March 31, 2012, for the Microsoft Office product, the annual cost of which was $48,816, and;

 

            WHEREAS, this agreement will expire on March 31, 2015, and;

 

            WHEREAS, based upon the State of Wisconsin’s volume license agreement with Microsoft, the annual cost to renew this agreement for the three year term would be $55,218.70 based on:

 

                        $16,896.88 annually for 422 Microsoft Windows licenses ($40.04 /license/yr)

                        $38,321.82 annually for 422 Microsoft Office licenses ($90.81/license/yr)

 

            WHEREAS, your Executive and Legislative has reviewed this matter and found it in the best interest of Sauk County to enter into an Enterprise License Agreement with Microsoft to purchase the above described software.

 

            NOW THEREFORE BE IT RESOLVED by the Sauk County Board of Supervisors, met in regular session, that the existing agreement be renewed for a three year term beginning April 1, 2015, and;

 

BE IT FURTHER RESOLVED that the Sauk County MIS Coordinator be authorized to obtain additional licenses under this agreement, up to the number required to license each desktop computer owned by Sauk County, and;

 

 BE IT FURTHER RESOLVED that the Sauk County MIS Coordinator be delegated the authority to enter into this agreement on behalf of Sauk County.
