AUTHORIZING THE UNIVERSITY OF WISCONSIN BARABOO/SAUK COUNTY

CAMPUS COMMISSION TO ENTER INTO A CONTRACT WITH

KRAEMER BROTHERS, LLC

FOR THE CONSTRUCTION OF A SCIENCE FACILITY,

REMODELING EXISTING STRUCTURES, AND OVERSEEING

CONSTRUCTION ACTIVITIES

WHEREAS, in 1966, Sauk County and the City of Baraboo jointly purchased certain real property which was improved and developed on a 50/50 basis to become the University of Wisconsin Baraboo/Sauk County; and,

 

            WHEREAS, in 1966, the Board of Regents of the University of Wisconsin System entered into a Memorandum of Understanding to lease the Campus from Sauk County and the City of Baraboo to operate the University of Wisconsin Baraboo/Sauk County as an institution of higher learning; and,

 

            WHEREAS, in 1969, the University of Wisconsin Baraboo/Sauk County Campus Commission was created and comprised of County and City representatives to oversee the County's and City's interest in the Campus; and,

 

            WHEREAS, in 2006, Sauk County and the City of Baraboo commissioned a master planning analysis for the campus that identified the need for science lab improvements, and the faculty and staff of the University of Wisconsin Baraboo/Sauk County have also identified such a need; and,

 

            WHEREAS, in 2013, Sauk County and the City of Baraboo entered into a contract with Bray Architects for the schematic design and the generation of bidding and construction documents for the aforementioned science lab improvements including the construction of a new science building and associated remodeling of existing structures; and,

 

            WHEREAS, in 2014, Sauk County, the City of Baraboo, and the Board of Regents of the University of Wisconsin System approved an extension of the existing lease agreement for the Campus until June 30, 2092; and,

 

            WHEREAS, the City of Baraboo and the County of Sauk jointly own and finance infrastructure improvements at the University of Wisconsin Baraboo Sauk County campus; and,

 

             WHEREAS, both the City and the County have anticipated equal portions of $4,860,000 for the design and construction of the science labs and classroom remodeling and expansion; and,

 

WHEREAS, resolution 70-2014 authorized the University of Wisconsin Baraboo/Sauk County Campus Commission to award to the lowest responsive, responsible bidder “in an amount not to exceed budgeted amounts; and,

 

WHEREAS, the lowest responsive, responsible construction bid, is $5,600,000 which when added to all other project fees exceeds the anticipated budget of $4,860,000 by $1,067,500.

 

 

 

NOW, THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors and City of Baraboo Common Council, met in their respective regular sessions, that the University of Wisconsin Baraboo/Sauk County Campus Commission is hereby authorized to enter into a contractual agreement with Kraemer Brothers, LLC, the lowest responsive, responsible general contractor, in consultation with Bray Architects, for the construction of science lab improvements including the construction of a new science building and associated remodeling of existing structures in the amount of $5,600,000; and,

 

BE IT FURTHER RESOLVED, that final award acceptance is contingent upon passage of this resolution by the joint owners.

 

For consideration by the Sauk County Board of Supervisors on September 16, 2014; and the City of Baraboo Common Council on September 23, 2014.
