The meeting was called to order by Personnel Committee Chairperson Bychinski at 1:00 PM. Certification of open meeting compliance was given. Motion by Gruber, second by Dietz to nominate Bychinski to serve as chair of the joint meeting. Motion by Gibson, second by Rego to close nominations and cast a unanimous ballot to elect Bychinski. Motion carried.
Motion by Kriegl, second by Dietz to adopt the agenda. Motion carried.
Public Comment: None.
Consideration and Discussion of Annual Salary/Wage Review for 2018 in Accordance with SCCO § 13.29.
Bolin and Posewitz described maintenance of wage matrix structure. Cost of living adjustments are about overall buying power. Specific positions should be reviewed through a reclassification process. Discussion of comparisons to private sector and other counties, education levels, compensation philosophy and strategy, budget projections, wage history, and importance to compensate current employees fairly. Discussed turnover data and reasons for terminating employment.
Motion by Gruber, second by Rego to forward to the County Board a 2.0% increase to the non-represented wage scale for 2019. Motion failed unanimously.
Motion by Lins, second by Wenzel to forward to the County Board a 2.5% increase to the non-represented wage scale for 2019. Aye: Bychinski, Dietz, Gruber, Lins, McCumber, Wenzel. Nay: Gibson, Kriegl, Rego. Motion carried.
Motion by Lins, second by Gibson to adjourn the meeting. Motion carried.
