AUTHORIZE TO UPGRADING THE HISTORIC COURTHOUSE AND WEST SQUARE SECURITY VIDEO AND PAGING SYSTEMS

Background: In 2016 Ehlert and Associates completed a security audit for the Historic Courthouse, West Square Admin Building, Reedsburg Human Services Building, and Health Care Center.  Numerous security vulnerabilities have been identified in the report completed by Ehlert and Associates.  Members of the statue mandated Courthouse Security Committee formed a sub-committee.  The sub-committee consisted of the Sheriff’s department Chief Deputy, Courthouse Security Sergent, Facilities Director, Emergency Management  Director and County Board Chair.  The sub-committee met on numerous occasions, toured other county facilities similar to ours, and created an implementation plan for some of the recommendations provided by Ehlert and Associates. The first improvement recommended was upgrading the current Courthouse security video system, and installing a paging system to cover all departments in both the Courthouse and West Square Building. The Facilities Director wrote a request for proposal to upgrade the current security video system and a building wide paging system that integrates with the phone system.  Five proposals responding to the Courthouse Security Video and Paging system upgrade were received.  The Building Services Facilities Director obtained pricing from Omni Technologies LLC, Heartland, Alpha Technologies, Action Electric, and Low Voltage Cables LLC for the upgrades.  The 2018 Building Services Capital Improvement budget of 250,000 provides the necessary funding for the upgrade to the Courthouse Security Video and Paging system and related equipment to integrate into the counties current network.  Attached to this resolution are the Security Upgrade bids and the cost break down for the work to be completed for the full security camera and paging upgrade.

 

 

     NOW, THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors met in regular session, and that the Building Services Facilities Director is hereby authorized to issue the necessary purchase orders not to exceed $134,401.00 to complete the upgrade to the current video security system, and install a paging system in both the Courthouse and West Square Administration building.

     BE IT FURTHER RESOLVED, that the Buildings Services Facility Director is hereby authorized to approve change orders for any potential unforeseen conditions as long as such change orders individually do not exceed $10,000.00, so long as budget dollars are available for those changes.

Fiscal Note:  Funds for the Security Video and Paging upgrades will be taken from the 2018 Building Services Capital Improvement budget.

 

Information System Note:  MIS will be assisting with the integration of the new camera and paging network switches into the County network.
