Purpose

Authorize the opening of a Lake Delton Senior Site and Amending the Budget.

Background

Background:  The Sauk County ADRC has had a senior dining program in Lake Delton that has been opened and closed twice due to a limited number of participants.  The ADRC believes that if a Senior site were to be opened in the Lake Delton Frank Fisher Building that encompasses various activities, programs, a dining site, and a 65% staff person to oversee the Senior site, that more Seniors would participate in the programming.  Lake Delton has offered to cover 1/3 of the 2018 costs up to $15,000, provide use of the building free of charge, and promote the location through utility billings.  The remaining funds would come from ADRC carryforward funds. The cost to run the site for a 10 month period is estimated to be $45,108.

                A creation of a Lake Delton Senior Gathering Site Advisory committee would be formed to provide input and monitor the progress of the program.  The ADRC oversight Committee strongly advises that if the site is successful, future funding is put towards the program, while not negatively affecting other ADRC program funding.

Budget Status (Other/External Sources): 

The estimated cost of operating a senior site for 10 months in 2018 is $45,108.  Funding sources would include carry forward ADRC funds of $30,108 and a contribution from the Village of Lake Delton of $15,000.  The Village of Lake Delton is also committing to providing use of the building free of charge.  Funding for the cost of operating the senior site in 2019 will be requested in the 2019 budget.  Pending approval of this resolution, the Limited-Term Employment position will be requested of the Personnel Committee at a future meeting.  Also pending approval of this resolution and the creation of the Advisory Committee is an approximate cost of $720 for an estimated 4 meetings.

WHEREAS, in the Committee’s reasonable judgment that if the site is successful the ADRC will bring forth a request in the 2019 budget process to continue the program discussed herein.

 

 

            NOW, THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors,

met in regular session, that the Lake Delton Senior Gathering site is approved and $30,108 of carryforward funds are appropriated to support the operation of the site and the ADRC budget is hereby amended;

 

 

            BE IT FURTHER RESOLVED, that a Lake Delton Senior Gathering Site Advisory Committee is hereby formed to consist of one member of the ADRC Committee, one member of the Health Care Center Board of Trustees, one member of the Health Board, all aforementioned to be appointed by the Chair, and the ADRC Director and the Village of Lake Delton Clerk-Treasurer-Coordinator, or designee.
