Purpose

to Authorize Amendments to the Intergovernmental Agreement with Dane County and the Village of Sauk City for WisDOT TAP-STARS Grant Program Administration

Background

On February 28th, 2023, the Village of Sauk City approved Resolution No. 2023-5; a Resolution Authorizing the submittal of an application to the Wisconsin Department of Transportation (WisDOT) for the 2023-2026 Transportation Alternatives Program (TAP) Award Cycle.  On March 15, 2023, the Sauk County Board adopted Resolution 11-2023, which offered support to the application being submitted by the Village of Sauk City on behalf of the Counties.  Said resolution recognized that the Counties would be responsible for the 20% local match required by the grant program as well as would be responsible for any nonparticipating costs for the project.

 

In addition to the local match and other participating costs associated with the grant, the Village of Sauk City was required to sign the State/Municipal Agreement for the grant funds, which identifies them as the sponsor for the grant.   Given that it was the intent for the Counties to take on the responsibility for administration and oversight of the grant, the County Board of Supervisors approved Resolution 69-2023, which authorized the County to enter into an intergovernmental agreement with the Village of Sauk City and Dane County, which further outlined the roles and responsibilities for the parties engaged in the administration and oversight of the TAP grant for the construction of the Wisconsin River Bridge for connection of the Great Sauk State Trail to the Walking Iron Trail. 

 

The Counties are moving forward with bidding the project, and additional responsibilities must be outlined within an Intergovernmental Agreement, as it relates to the TAP-STARS Program Sponsor to include, but is not limited to contract award, pay applications, and reimbursement requests.  A copy of the amendments to the original agreement are attached as Exhibit A.

THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors, met in regular session, authorize Amendments to the Intergovernmental Agreement with Dane County and the Village of Sauk City for WisDOT TAP-STARS Grant Program Administration as provided in Exhibit A.
