Purpose

To authorize submittal of an Application to the Active Transportation Infrastructure Investment Program (ATIIP) and Commitment of Matching Funds for Engineering Design and Construction of the Great Sauk State Trail Corridor 

Background

Established by Section 11529 of the Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL) (Pub. L. 117-58), $45M was appropriated in 2023 to the American Transportation Infrastructure and Investment Program (ATIIP).  This program “takes a holistic, network-level approach to walking, biking, and rolling.  The program addresses gaps in active transportation routes that push people to other modes of travel”.   

Upon review of the program goals and criteria that will be used to evaluate the applications, the Land Resources and Environment Department believes that the Great Sauk State Trail Corridor project would be a fit for the program.  The Department would look to request $12M for the engineering design and construction of the corridor.  The federal share of cost matching cannot exceed 80%, which means the County would be responsible for a $3M match if awarded the funds.

Resolution Body

THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors, met in regular session, hereby authorize the submittal of an application to the Active Transportation Infrastructure Investment Program (ATIIP); and,  

BE IT FURTHER RESOLVED, that should the grant be awarded to Sauk County, the Sauk County Board of Supervisors, commits the required $3,000,000 matching funds for engineering design and construction of the Great Sauk State Trail Corridor.
