Purpose

Background

BACKGROUND: Sauk County released an RFP requesting proposals from Civil Engineering Firms to provide a variety of engineering services required by the LRE Department including, but not being limited to:

 

  • Review of plans and specifications for construction projects of varying complexity while providing guidance to meet established standards and best practices for stormwater and erosion control management.

 

  • Review stormwater and erosion control plans for large projects such as subdivision developments and for smaller scale private developments consistent with Sauk County Ch 51 Erosion Control and Stormwater Management Ordinance.

 

  • Evaluate manure storage facilities in accordance with Sauk County Ch 26 Agriculture Performance Standards and Manure Management Ordinance.

 

  • Review plans and specifications for conservation practice designs in accordance with USDA-NRCS technical standards.

 

  • Conduct as-built inspections, as needed, in the field or virtually utilizing information gathered from staff inspections.

 

  • Attend on-site and virtual project-related meetings, such as pre-bid, pre-construction, and project management meetings.

 

  • Maintain detailed project related reviews, observations, and documentation, which can be provided to the county upon request.

 

The Department received three (3) proposals from reputable engineering firms; and upon review of the proposals found GRAEF to be most advantageous for the Department.  Entering into a contract with a civil engineer offers the LRE Department access to professional services that are needed to efficiently administer county ordinance requirements, to readily access engineering services for varied types of projects and negate the need to continually release requests for bids for civil engineering services every time said services are required thereby improving project review efficiency.

Resolution Body

THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors, met in regular session, that a contract with GRAEF be awarded on a 2-year basis with an automatic renewal until such time that either party chooses to exit the contract.
