Agreement with Dane County and the Village of Sauk City for WisDOT TAP-STARS Grant Program Administration

Background

BACKGROUND:

On February 28th, 2023, the Village of Sauk City approved Resolution No. 2023-5; a Resolution Authorizing the submittal of an application to the Wisconsin Department of Transportation (WisDOT) for the 2023-2026 Transportation Alternatives Program (TAP) Award Cycle.  On March 15, 2023, the Sauk County Board adopted Resolution 11-2023, which offered support to the application being submitted by the Village of Sauk City on behalf of the Counties.  Said resolution recognized that the Counties would be responsible for the 20% local match required by the grant program as well as would be responsible for any nonparticipating costs for the project.

In addition to the local match and other participating costs associated with the grant, the Village of Sauk City is required to sign the State/Municipal Agreement for the grant funds, which identifies them as the sponsor for the grant.   It was the intent for the Counties to take on the responsibility for administration and oversight of the grant.  And, in accordance with that intent the Counties and the Village wish to further outline the roles and responsibilities for the parties engaged in the administration and oversight of the TAP grant for the construction of the Wisconsin River Bridge for connection of the Great Sauk State Trail to the Walking Iron Trail.

Resolved by the Board of Supervisors of Sauk County, Wisconsin:

THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors, met in regular session, that Sauk County enter into an Agreement with Dane County and the Village of Sauk City for WisDOT TAP-STARS Grant Program Administration as provided in Exhibit A.
