Purpose

Authorize Contract with Michel’s Construction Inc. for use of the Summer Oaks Boat Landing

Background

BACKGROUND: The County currently owns a three-acre property at E12614 Kilpatrick Point Drive as a public boat landing and associated parking area in the Town of Merrimac known as Summer Oaks Boat Landing.  Michel’s Construction made a presentation before the Land Resources and Environment Committee on February 10th, for use of the site over a five-year term for barge assembly and deployment as well as winder storage of barges and equipment associated with construction work on behalf of Alliant Energy for the Wisconsin River Dam Project.

Staff was directed to work with Michel’s Construction and Corporation Counsel to draft an agreement for the use of the property based upon the February 10, 2022 discussion.  A copy of the agreement has been attached as Exhibit A.

Staff was made aware during the drafting of the contract that this site is a secondary site.  A primary site on private property is being negotiated and reviewed by the DNR.  If the proper agreements and approvals are in place for the primary site, the contract with Michel’s for the secondary site would be null and void.

Budget Status (Other/External Sources):

Fiscal Note: The proposed contract will not result in revenues/expenditures from the 2022 LRE Budget.

MIS Note: No information systems impact.
