Purpose

To amend the 2022 budget for additional allocation of ARPA funds for construction of Bluffview Community Park and to award a contract for construction

Background

The Bluffview Community Park property has been acquired for the use of federal Community Development Block Grant Funds (CDBG) to create a community park for the citizens of Bluffview, a low-income community. The County hired Damon Farber Landscape Architects to design the property and Vierbicher to assist with the administration of the federal funds. The County allocated an additional $100,000 of American Rescue Plan Funds to expand the improvements designed for the property.

 

The LRE Department issued a sealed bidding process on January 20, 2022 for the construction of Bluffview Park. A single firm submitted a bid as noted in Appendix A. The Economic Development Committee reviewed the bid qualifications on February 24, 2022 and approved Joe Daniels Construction Co. Inc.

 

WHEREAS, Resolution No. 110-2020 authorizing participation in the CBGD-CLOSE Public Facilities Program authorizing application for the Bluffview Community Park was approved by the Sauk County Board of Supervisors on September, 15 2020; and,

 

WHEREAS, Resolution No. 94-2021 approving the 2022 budget for Sauk County was approved by the Sauk County Board of Supervisors on November, 9 2021; and,

 

WHEREAS, the sole bid exceeds the amount budgeted by $XXXXX.

Fiscal Note: The Wisconsin Department of Administration’s Division of Energy, Housing and Community Resources (DEHCR) has approved the amount of $427,232.71 of CDBG-CLOSE funds to be used for the initial development of the property, along with $100,000 of ARPA funds in the Administration 2022 Budget.  Additional funds in the amount of $XXXX would amend the 2022 Administration Budget to cover the costs of construction.

 

Resolution Body

NOW, THEREFORE, BE IT RESOLVED, that the Sauk County Board of Supervisors, met in regular session, does hereby approve an amendment to the 2022 budget to allocate an additional $XXXXX to the construction of the Bluffview Community Park; and,

 

BE IT FURTHER RESOLVED, by the Sauk County Board of Supervisors, to award a contract for the construction of Bluffview Park to Joe Daniels Construction Co. Inc in the amount of $XXXXXXX; and,

 

BE IT FURTHER RESOLVED, by the Sauk County Board of Supervisors, to authorize the County Administrator to enter into an agreement with Joe Daniels Construction Co. Inc for construction of Bluffview Park.
