RESOLUTION APPROVING THE CONTRACT WITH UNIVESITY OF MADISON SPACE SCIENCE AND ENGINEERING CENTER- THE RESILIENCE IMPACTS OF GREEN INFRASTRUCTURE ON BARABOO RIVER COMMUNITIES FROM CURRENT AND FUTURE FLOODING HAZARDS WITHIN SAUK COUNTY, WISCONSIN

Purpose

To approve the contract with University of Madison Space Science and Engineering Center for the Impact Study on the Baraboo River that will benefit Sauk County, and help to find resolutions to ongoing issues with water levels and flooding throughout the county.

Background

Over the past 10 years, Sauk County has recorded a number of near record and record flood events along the Baraboo River and its tributaries.  During each flood, the communities along the river have been adversely impacted. Most recently, severe floods in August and September of 2018 inundated communities, agricultural land, and recreational facilities causing over $3 million in estimated damages to public infrastructure in Sauk County.  Nearly 50 structures along the river were destroyed from the 2018 flood.

Due to this high number of flood events, the Sauk County Emergency Management Agency has requested a study, by University of Madison- Space Science and Engineering Center,  to examine the current and future impacts to the Baraboo River.  This scope of work will lead to identifying the current risks for Sauk County's communities along the Baraboo River due to current and future riverine flooding. Deliverables include rainfall projections up to the year 2080, a building inventory, and risk assessment modeling with and without Green Infrastructure.  The study will cost $80,000.

Budget Status (Other/External Sources): 

Sauk County Emergency Management will receive $60,000 (75% of the cost) from the Federal Emergency Management Agency (FEMA) for a River Study on the Baraboo River under Disaster Declaration FEM-DR-WI declared October 18, 2018.  Wisconsin Emergency Management (WEM) will provide 12.5%, or $10,000, of Hazard Mitigation Grant Program (HMGP) funds under disaster declaration FEMA-44-3-DR-WI.  The remaining $10,000 is required 12.5% local match.  The 2020 Sauk County budget included appropriation of general fund balance of $20,000 for this purpose, which will be carried forward to 2021.  FEMA is also providing the County with $4,000 in sub-recipient funds for management costs incurred with managing the grant.  There is no match required for sub-recipient management costs.

The $80,000 has already been approved in Emergency Management's 2021 budget.
