MINUTES

SAUK COUNTY BOARD OF HUMAN SERVICES

Meeting:                                            May 5, 2014, 5:00 p.m., County Board Gallery, West Square Building, Baraboo, WI

Members Present:                            Scott Alexander, Andrea Lombard, Joan Fordham, Peter Vedro, Thomas Kriegl, John Miller, James Bowers, Beverly Vertein, Julie Fleming

Members Excused:                          None

Members Absent:                             None

Others Present:                                 Brattset, Box

Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.

Discussion of Finance Subcommittee:  Discussion occurred regarding keeping or eliminating the Human Services Finance Subcommittee.  Motion by Thomas Kriegl, seconded by James Bowers to eliminate the Human Services Finance Subcommittee.  Motion Carried.

Human Services Board Organization:

         Election of Officers:         Chair - Motion by Andrea Lombard, seconded by Beverly Vertein to nominate Scott Alexander as Chair.  Motion by James Bowers, seconded by Joan Fordham to close nominations.   Motion Carried.  Chair is Scott Alexander.  Vice-Chair - Motion by Joan Fordham,  seconded by Beverly Vertein to nominate Andrea Lombard as Vice-Chair.  Motion Carried.  Vice-Chair is Andrea Lombard.   Secretary - Motion by Thomas Kriegl, seconded by Andrea Lombard to nominate James Bowers as Secretary.  Motion Carried.  Secretary is James Bowers.

         Set Meeting Date and Time: Meetings will be the first Monday of the month unless it is the first business day and then the meeting will be the second Monday of the month.  Time will remain at 5:00 p.m.  Motion by James Bowers, seconded by Joan Fordham.  Motion Carried.

         Finance Committee Appointments (if needed):  None

Motion by Andrea Lombard, seconded by John Miller to adopt agenda.   Motion Carried.

Motion by James Bowers, seconded by Beverly Vertein to approve minutes of the previous meeting.  Motion Carried with Peter Vedro and Joan Fordham abstaining.

Public Comment

None

Communications: 

               Thomas Kriegl mentioned the NACO County News and the special insert on mental health issues.  Peter Vedro mentioned the Baraboo School District is hiring a social worker and wanted to thank Human Services for its support.

Business Items:

Review and Approve Monthly Vouchers:  Box explained several line items.  Peter Vedro would like to see another column added to the report showing variances between months.  Motion by Andrea Lombard, seconded by James Bowers to approve the monthly vouchers in the amount of $1,129,403.43.  Motion Carried.

Moeller Fund:

           Designate Human Services Board Chair as Authorized Signer:  Scott Alexander is designated as the Authorized Signer as he is the Human Services Board Chair.

           Request for Moeller Funds by Hazel Coppernoll:  Brattset explained the request was being done to prevent further concerns for CPS.  Child is deaf and does not speak English.  Discussion.  Motion by John Miller, seconded by Beverly Vertein to approve the request.  Motion Carried.

Discussion of Public Comment Process:  Some committee’s have had public comment at the beginning and at the end of the meeting.  Discussion.  Motion by Thomas Kriegl, seconded by Peter Vedro to have public comment at the beginning and the end of the Human Services Board meeting.  Motion Carried.

Approval for Andrea Lombard to go to the Spring WCHSA Conference:  Motion by Peter Vedro, seconded by James Bowers approving Andrea Lombard to attend the Spring WCHSA Conference.  Motion Carried.

Department Updates:

Program Description:  Brattset discussed and gave an overview of the programs within Human Services.  Peter Vedro requested that an actual client chart make-up be brought to a meeting.

Citizen Member Orientation Packets:   Brattset handed out orientation folders to those Citizen members who wanted one.  

Justice Committee Update:  Brattset explained that the committee was very close to making an offer.  Salary was approved by the Personnel Committee on May 5th.   

The next meeting of the Sauk County Human Services Board will be June 9, 2014 at 5:00 P.M.  Motion by Andrea Lombard, seconded by John Miller to adjourn.  Motion Carried.
