MINUTES
SAUK COUNTY BOARD OF HUMAN SERVICES

Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion by James Bowers, seconded by Andrea Lombard to adopt the agenda. Motion Carried.
Motion by Ruth Dawson, seconded by James Bowers to approve minutes of the previous meeting. Motion Carried.

Business Items:
Review and Approve Monthly Vouchers: Jennifer Hahn distributed and reviewed the Monthly Voucher Report (see attached). Salary and Benefits were down due to the timing of the pay periods. Administrative was up down due to no Family Care payment this month. Community Living and Support were down due to last month’s invoices as a one time payment. Institutions were down due to less referrals and CCI’s were down as well. Motion by Andrea Lombard, seconded by James Bowers to approve the monthly vouchers in the amount of $771,822.56. Motion Carried.
Intervention Psychotherapist Position Presentation: Sharon Boesl and Natasha Drury presented on the Intervention Psychotherapist position (see attached). Natasha introduced herself and explained the positions implementation and progress on goals. A number of questions regarding the scope of the position, referral process, number of referrals and crisis recovery plans were asked and explained.
2014 Budget – Position Resolutions: Orth spoke about the two resolutions going as a part of the budget. One includes a new position for the Children’s Waiver Program and the other is to increase a .8 FTE to 1.0 FTE in the Child Protective Services Unit. This increase from .8 FTE to 1.0 FTE is already budgeted and this position has been paid at 1.0 FTE for over five years. Orth explained that this is a cleaning up of this position so when hiring new staff it represents the actual FTE. Orth further explained that the presentation to the Finance Committee went well and the budget was accepted as presented.
Department Updates:
Justice Continuum Committee: Orth spoke about the Justice Continuum Committee meetings. The next meeting is on October 14, 2013 where presenters from LaCrosse County will come and discuss their Justice services (see attached agenda). Orth noted that future reports to the Board will include updates on the next steps.
Comprehensive Community Services Regionalization: Orth noted that as of July 1, 2014 the state will allow 100% reimbursement with counties that are regionalized. Orth explained that the DHS Advisory Committee has made this a flexible process and in the case of Sauk County, they will partner with Columbia and Richland counties. Both counties of which have CCS programs. Potential collaborations include use of mutual providers, training agendas and billing process.
County Ambassador Program (CAP) Day – October 23, 2013: Orth spoke about the annual Ambassador Day (registration materials included in packet). This day is not just for Human Services but for other county related issues. Orth noted that when gets an agenda he will forward it. Andrea Lombard indicated she had set the schedule for the day on visits. Any board members interested in attending should fill out the registration materials in the packet and forward that to Bill Orth.
Affordable Care Act Implementation: Orth noted that Public Health will have an enrollment fair on October 29, 2013 in the West Square Building. Human Services will have four staff trained as Certified Application Counselors (CAC’s). Orth further indicated that these CAC’s will assist in the enrollment fair, however, in the Department will register current consumers only.
The next meeting of the Sauk County Human Services Board will be November 4, 2013 at 5:00 P.M. Motion by James Bowers, seconded by Ruth Dawson to adjourn. Motion Carried.
