SAUK COUNTY BOARD OF HUMAN SERVICES
Meeting: April 7, 2014, 5:00 p.m., B24, West Square Building, Baraboo, WI
Members Present: Scott Alexander, James Bowers, Andrea Lombard, Beverly Vertein, John Miller, Thomas Kriegl (arrived at 5:05 p.m.), Ruth Dawson, Julie Fleming

Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion to adopt agenda with changes to defer Item 6.b. Quarterly Reports by James Bowers, seconded by Beverly Vertein. Motion Carried.
Motion by Andrea Lombard, seconded by Ruth Dawson to approve minutes of the previous meeting. Motion Carried.

Business Items:
Review and Approve Monthly Vouchers: Box distributed and reviewed the Monthly Voucher Report (see attached). It was noted that Administration was down due to payment to CWCAC made last month. Minimal changes to other items, except for Institutions was down and Energy Services was up due to January and February 2014 expenses being paid. Motion by Ruth Dawson, seconded by Andrea Lombard to approve the monthly vouchers in the amount of $928,389.53. Motion Carried.
WCHSA Spring Conference: Orth referenced the May 13-15 Spring Conference and indicated that any Board Members interested in attending should forward their application to him this week, at the latest. Information on conference registration and details was provided in the board packets.
Department Updates:
Homelessness: Orth reported that he noted CWCAC was an excellent model and board members seemed interested. The next step would be Orth and Brattset to meet with CWCAC staff and get particular models with budget information. Orth indicated that if the board desired this amount could be added to the CWCAC outside request as part of the budget. James Bowers indicated that his wife, Mary, would like to attend a meeting to discuss this as well with her involvement with the Giving Tree. Orth agreed to contact her with specifics of when this meeting would occur. Thomas Kriegl indicated that he thought that was a good idea to have local efforts, which at times have struggled, be coordinated. Orth will set up a meeting with CWCAC and discuss potential models with budget implications. Ruth Dawson indicated that she might also want to attend this meeting. Brattset indicated that he would refer the Council for Collaborative Initiatives minutes to be forwarded to members of the Human Services Board because at this meeting often groups share communication from various efforts to help the homeless and this has historically been a place for coordination to occur.
CCS Regionalization – Application & MOU: Orth indicated that the MOU for CCS Regionalization is in the packet. The application is as well. Orth will send this to DHS prior to July 1, 2014 to request 100% CCS reimbursement. This collaboration includes Sauk, Richland and Columbia counties. Orth indicated that the State Joint Finance Committee requested a report on the cost of these collaborations state wide. The State of Wisconsin DHS reported that it was a passive review without objection, however, there will be a hearing in May because there was one objection and Joint Finance will review and vote on 100% reimbursement with collaboration support. Orth indicated that he should know in mid May and report back to the Human Services Board.
Energy Assistance: Orth reviewed the Energy Assistance Summary (see attached). He explained the average grant with crisis funds. Orth noted that in December 2013 or January 2014 crisis funds were sent out without any copay, but after March of 2014 the state indicated that co pays would have to be made, however, there were some consumers who objected to this and this may be why some consumers felt that this was a different program and funds were not available. James Bowers indicated that this satisfied the follow up for Energy Assistance.
CST Resolution: Orth noted that the CST Resolution was sent to the County Board last month and passed the full Board for accepting the approximate $62,000 from the state for supporting CST initiatives (in Sauk County this is called Families Come First).
The next meeting of the Sauk County Human Services Board will be May 5, 2014 at 5:00 P.M. Motion by Ruth Dawson, seconded by Beverly Vertein to adjourn. Motion Carried.
