SAUK COUNTY BOARD OF HUMAN SERVICES

Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Andrea Lombard, seconded by Beverly Vertein to adopt the agenda. Motion Carried.
Motion by John Miller, seconded by Andrea Lombard to approve minutes of the previous meeting. Motion Carried.

Communications:
Thomas Kriegl distributed a handout on alcohol and other drug abuse recommendations. See attached.
Business Items:
Review and Approve Monthly Vouchers: Box distributed and reviewed the Monthly Voucher Report. It was noted that Salary and Benefits were down due to two pay periods in this month. Contracted hours were up. Administrative was down due to employee expenses not paid in January 2014. Residential was down. Community Treatment was up due to a vendor sending in last month’s bills, paid this month. Energy Services was up due to two months expenses paid. Motion by Andrea Lombard, seconded by Ruth Dawson to approve the monthly vouchers in the amount of $916,286.87. Motion Carried.
Approval of the 2014 Child Care Administration Contract: Box reviewed the 2014 Child Care Administration Contract which is $106,181.00. Motion by Beverly Vertein, seconded by Thomas Kriegl to approve the 2014 Child Care Administration Contract. Motion Carried.
Approval of the 2014 Child Welfare State/County Contract: Box reviewed the 2014 Child Welfare State/County Contract in the amount of $879,112.24. Motion by Andrea Lombard, seconded by Ruth Dawson to approve the 2014 Child Welfare State/County Contract. Motion Carried.
Coordinated Services Teams (CST) Resolution: Orth reviewed the CST Resolution (see attached). Orth explained that the Resolution is to accept State monies as noted. Motion by James Bowers, seconded by John Miller to approve the Coordinated Services Teams (CST) Resolution and forward to the County Board. Motion Carried.
2013 Annual Report: Orth presented a draft of the 2013 Annual Report for the Sauk County Department of Human Services (see attached). He briefly reviewed the report and outcome efficiency measures. Motion by Ruth Dawson, seconded by Andrea Lombard to send the 2013 Annual Report to Kathy Schauf, Administrative Coordinator. Motion Carried.
Department Updates:
Justice Continuum: Orth spoke about the Justice Continuum (see attached). He explained the change to a Justice Coordinating Committee, as well as the timeline for hiring a coordinator and project goals. In addition, information from the Evidence Based Practice Decision Making Summit was reviewed (see attached). Orth will report after the next Justice Continuum meeting which is scheduled for Wednesday, February 12, 2014.
Homelessness: Orth noted that the Housing First model as was recently seen on an episode of “60 Minutes” is a popular model which is showing great efficiency in various states throughout the United States. Orth explained that a number of agencies in Sauk County could provide similar Housing First models such as Central Wisconsin Community Action (CWCAC) or Renewal Unlimited. Renewal Unlimited is building a low income housing building in Wisconsin Dells. Orth indicated that if there was interest the Human Services Board could have these groups in to present and then decide if they wanted to go a number of different directions. One idea would be to have an agency put in an Outside Agency Request for funding of a certain amount of Housing First clients. Another idea would be to put out a RFP for a Housing Come First type model. Scott Von Asten suggested a subcommittee of the Human Services Board could look at what is being done in other states. Orth noted that the Human Services Board could, as a committee, begin to look at various models within the Human Services Board for consideration. There was a decision that CWCAC would be invited to present their Project Chance housing model.
The next meeting of the Sauk County Human Services Board will be March 10, 2014 at 5:00 P.M. Motion by James Bowers, seconded by Beverly Vertein to adjourn. Motion Carried.
