MINUTES
SAUK COUNTY BOARD OF HUMAN SERVICES
Meeting: July 8, 2013, 5:00 p.m., County Board Gallery, Baraboo, WI
Members Present: Scott Alexander, James Bowers, Beverly Vertein, Andrea Lombard, John Miller, Thomas Kriegl, Ruth Dawson, Julie Fleming
Members Excused: None

Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Andrea Lombard, seconded by Ruth Dawson to adopt the agenda. Motion Carried.
Motion by Beverly Vertein, seconded by Andrea Lombard to approve minutes of the previous meeting. Ruth Dawson requested additional changes be made to the May Minutes and provided language that she would like added. Discussion occurred whether this was appropriate. It was decided that Corporation Counsel would need to be contacted to address this further. Motion Carried to approve the June Minutes. Scott Alexander, Andrea Lombard, Thomas Kriegl, John Miller, James Bowers, Beverly Vertein, and Julie Fleming approved. Ruth Dawson opposed.

Business Items:
A. Review and Approve Monthly Vouchers: Box distributed and reviewed the Monthly Voucher Report. Several line items were explained. Motion by James Bowers, seconded by Beverly Vertein to approve the monthly vouchers in the amount of $1,163,770.77. Motion Carried.
CLOSED SESSION Pursuant to Wisconsin Statutes §19.85 (1) (c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Performance evaluation of Human Services Director.
Motion by Ruth Dawson, seconded by James Bowers to go into Closed Session. Motion Carried.
RECONVENE TO OPEN SESSION Motion by John Miller, seconded by Julie Fleming to reconvene to Open Session. Motion Carried.
Department Updates
A. WCHSA Redesign – Umbrella Statute: Orth explained that this statute allows for counties to deliver services in joint fashion (regionally). It is specific to Human Services. State Departments (DCF, DHS, etc.) would have to recognize these joint counties. Regional certification of certain programs would help smaller counties to be able to offer services they may not have had the resource to offer before. 80% of counties were comfortable moving ahead with this. The Legislative Reference Bureau would draft the final statute. WCHSA would then look for legislators to support this. Some concerns for counties are that they would be forced into regional collaborations. Discussion occurred.
B. Program Review Form for 2014 Budget Process: Orth walked through the programs and highlighted some of the possible changes for 2014. Jail Diversion discussion occurred as this was one of the possibilities that rates high by the County Board to seek implementation on. This would possibly be budgeted in the Human Services Budget. Discussed if a motion should be done by the Human Services Board to formally have Orth and staff look into this. It was decided that was not necessary, but Orth should investigate this more.
C. Federal Medicaid Resolution: Orth stated that the motion on the Resolution failed at the County Board level.
The next meeting of the Sauk County Human Services Board will be August 5, 2013 at 5:00 P.M. This will be the Human Services Budget meeting. Motion by James Bowers, seconded by Andrea Lombard to adjourn. Motion Carried.
