MINUTES
SAUK COUNTY BOARD OF HUMAN SERVICES
Meeting: April 8, 2013, 5:00 p.m., County Board Gallery, Baraboo, WI

Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Beverly Vertein, seconded by Ruth Dawson to adopt the agenda. Motion Carried.
Motion by Andrea Lombard, seconded by James Bowers to approve minutes of the previous meeting. Motion Carried.

Business Items:
A. Review and Approve Monthly Vouchers: Box distributed the Monthly Voucher Report (see attached). Box reported there was an increase in Salary and Benefits of $21,376.58 due to how the pay periods fell. Community Residential had a decrease of $13,891.90 due to some placements ending and a client moving to Family Care. Community Treatment had an increase of $44,123.48 as Catholic Charities was paid for January and February expenses due to just getting the signed contract back. Institutions had a decrease of $94,042.79 due to an ended placement, no health check expenses this month and a decrease in Mendota/Winnebago expenses due to receiving some refunds on prior expenses. Questions from James Bowers on Institutions and John Miller on Energy Services. Motion by James Bowers, seconded by Andrea Lombard to approve the Monthly Vouchers in the amount of $1,065,089.55. Motion Carried.
B. Presentation-Community Support Program – Denise Cobbs: Denise Cobbs, CSP Program Supervisor, made a presentation on the program. Currently they have around 176 clients. Of those clients, 84% - 87% live on their own independently. The CSP staff teaches budgeting skills, housekeeping skills, personal care, and medication monitoring. Most CSP clients remain in the program for most of their lives.
C. Reappointment of Bert Vaillancourt to the Long-Term Support Planning Committee: This committee manages the COP allocation. Motion by Ruth Dawson, seconded by James Bowers to reappoint Bert Vaillancourt to the Long-Term Support Planning Committee. Motion Carried.
D. Reappointment of Lynn King to the Comprehensive Community Services Coordinating Committee: Orth gave a brief description of the committee and member. Motion by Beverly Vertein, seconded by John Miller to reappoint Lynn King to the Comprehensive Community Services Coordinating Committee. Motion Carried.
E. Appointment of Jeanne Deforest and Maureen Cochrane to the Long-Term Support Planning Committee: This committee needed members who represent children with disabilities as COP dollars to that service population. These members were recruited by Denise Cobbs and Bridgitte Bodette. Motion by Andrea Lombard, seconded by Ruth Dawson to appoint Jeanne Deforest and Maureen Cochrane to the Long-Term Support Planning Committee. Motion Carried.
F. WCHSA Spring Conference – Chula Vista: Three members can attend without further board approval. Andrea Lombard and Ruth Dawson would like to attend the entire conference. Motion by James Bowers, seconded by Beverly Vertein to approve Andrea Lombard and Ruth Dawson attend the entire conference. Motion Carried.
Department Updates
A. Vehicle Purchase: The Department will purchase a new vehicle and continue driving the 1998 Ford Taurus until it no longer runs.
B. IM Update: Economic Support is now fully staffed. Dane County has been helping out when we have people absent. Dane County is sending a trainer to help with new staff as Sauk County supervisor is swamped. Orth discussed additional dollars from State budget. It is one time funds and for the transition to the Affordable Health Care Act. They would hire new staff and then lay them off after the transition. Dane County has gotten approval to hire 34 or more staff to handle this transition for all counties in our IM consortium. There could be dollars left over from this for overtime for Sauk County staff. Money will go to Dane County, but will keep under spending to be disbursed to consortium counties.
C. Citizen Member Possibilities: Karen Fabisiak does not want to be reappointed to the Human Services Board. Brattset and Orth have a couple of retired school counselors in mind as possibilities. Orth asked board members for ideas. Suggested Bev Vaillancourt as possible candidate. Veronica Petty was also mentioned.
D. Human Services Day: Orth distributed a packet with talking points to board members who will be attending Human Services Day. Some of these points include: IM, Mental Health, etc.
E. Reedsburg Listening Session: First session was held in Reedsburg for Human Services staff. Positive focus in general. One suggestion was to have a board member shadow staff. If anyone is interested, please let Bill know.
The next meeting of the Sauk County Human Services Board will be May 6, 2013 at 5:00 P.M. Motion by James Bowers, seconded by John Miller to adjourn. Motion Carried.
