MINUTES
SAUK COUNTY BOARD OF HUMAN SERVICES
Meeting: June 10, 2013, 5:00 p.m., County Board Gallery, Baraboo, WI
Members Present: Scott Alexander, James Bowers, Beverly Vertein, Andrea Lombard, John Miller, Thomas Kriegl, Ruth Dawson, Julie Fleming

Members Absent: Mark Detter

Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Andrea Lombard, seconded by Ruth Dawson to adopt the agenda. Motion Carried.
Motion by Andrea Lombard, seconded by Ruth Dawson to approve minutes of the previous meeting. Discussion: Please note the following changes. Item G, under Business Items, five (5) lines up from bottom, change Medicare to Medicaid. Item D, third line up from bottom of page (first page), drop the word “his”. Item D, add, Ruth Dawson asked if COMPAS Programs were evidence based? Tim Green indicated that the COMPAS assessment is an instrument that is the basis for evidence based practice recommendations. Motion Carried.

Communications:
Ruth Dawson noted that she received a letter from the Sauk County Child Support Agency thanking the Human Services Board members as well as other members in attendance at the annual Capital Day.
Business Items:
A. Review and Approve Monthly Vouchers: Box distributed the Monthly Voucher Report (see attached). Salary and Benefits were up due to no health insurance due to when the payment falls. Administration was down due to child care. Institutions were slightly increased this month. Thomas Kriegl asked about the Institutional variance. Box noted this is due to Medicaid and outstanding refunds. She will report back to the board regarding details when refunds are received. Orth explained that the variable nature of the Institutional line makes it challenging to monitor because it can be quite variable. Motion by James Bowers, seconded by Beverly Vertein to approve the monthly vouchers in the amount of $852,662.77. Motion Carried.
B. Federal Medicaid Resolution: Orth spoke about the proposed resolution for Federal Medicaid (see attached), and explained that it did not pass the Executive and Legislative Committee. Orth noted that it can still go to the full County Board. Motion by James Bowers, seconded by Thomas Kriegl to approve the resolution. Discussion: James Bowers indicated that he is in favor and it would be foolish not to take the money. Thomas Kriegl mentioned that there are arguments on both sides, but there is reason to believe that the Affordable Health Care Act is going forward and that receiving these monies should be a part of that process. Ruth Dawson indicated that she had spoke to the Wisconsin Counties Association and that it is a moot issue. Ruth Dawson stated that she would vote not to have this resolution go forward to the Board. Andrea Lombard indicated that she would not vote for this. We are better off in this State with Scott Walker’s plan. John Miller asked why Ruth Dawson had indicated that it is a moot point. Ruth Dawson stated that WCA is not taking this issue up. Roll call vote on sending the resolution of Federal Medicaid to the full County Board. Scott Alexander, aye; Beverly Vertein, aye; Andrea Lombard, nay; Ruth Dawson, nay; Thomas Kriegl, aye; John Miller, aye; James Bowers, aye; Julie Fleming, aye. Forwarding of the resolution passed. It will go to the full County Board at the June 2013 meeting.
C. Mental Health Manager Attendance at Minnesota Conference: Orth spoke about Sharon Boesl, Mental Health Manager, attending a training at the University of Minnesota which will be on evidence based practice for trauma. The training is paid for by scholarship; however the cost will be meals, lodging and use of the Human Services Department car. Motion by John Miller, seconded by Andrea Lombard to approve authorization for Sharon Boesl to attend a trauma conference in Minnesota. Motion Carried.
D. Human Services Fund Balance Transfer to General Fund: Orth spoke about the yearend surplus transfer of $917,328.86 from Human Services balance to Sauk County General Fund. Motion by Andrea Lombard, seconded by James Bowers to transfer $917,328.86 from Human Services fund balance to the Sauk County General Fund. Motion Carried.
Department Updates
A. WCHSA Spring Conference: Orth spoke about the positive nature of the conference overall and gave particular credit for Human Services staff and management for presenting at the conference on CCS program development in Sauk County. Andrea Lombard indicated that she thought the presentations were interesting and positive; particularly the Casey Program was very interesting and positive. Orth noted that the Casey Funds is a technical assistance group working with state programs regarding foster care and out of home care. It works closely with the Department of Children and Families. Ruth Dawson indicated that the kickoff panel of young folks in foster care was heart-warming and illustrated issues in transitional services that are needed. It was a good mix of eloquent speakers. Ruth Dawson appreciated meeting a number of presenters at this conference.
B. Discussion and Consideration of Program Review Form (Mission, Vision, Goals and Performance Measures) for 2014 Budget: Orth spoke about the Sauk County Department of Human Services overall Mission, Vision and Program Review form (see attached). Further discussion will occur in greater detail throughout the budget process regarding programs and minor changes to program outcomes. The Mission and Vision statement was amended about nine years ago and there will be no change in that particular component. In the area of responding to changing environment, it will be amended to include the electronic medical record process. Andrea Lombard asked the question about encouraging economic development. Orth indicated that he selected this for Human Services as it is one of the County’s goals and we, in the Department, assist people with needs in this area to get families into sustaining help. Orth noted that he will send out amended copies for the July 2013 meeting. This will be specific and in greater detail.
The next meeting of the Sauk County Human Services Board will be July 8, 2013 at 5:00 P.M. Motion by James Bowers, seconded by Beverly Vertein to adjourn. Motion Carried.
