SAUK COUNTY BOARD OF HUMAN SERVICES

Meeting: August 6, 2012, 4:00 p.m., County Board Gallery, Baraboo, WI

Members Present: Scott Alexander, James Bowers, Ruth Dawson, Thomas Kriegl, Andrea Lombard, John Miller, Beverly Vertein, Karen Fabisiak

Members Excused: None

Members Absent: Mark Detter

Others Present: Orth, Box

Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.

Motion by Andrea Lombard, seconded by Beverly Vertein to adopt the agenda. Motion Carried.

Motion by Karen Fabisiak, seconded by Andrea Lombard to approve minutes of the previous meeting. Motion Carried.

Business Items:

A. Review and Approval of Monthly Vouchers: Box distributed the monthly voucher report. Box reported there was an increase in Salary and Benefits of $91,842.83 due to how the pay periods fell. No health insurance was taken out last month, but was this month. Community Residential had an increase of $14,152.65 due to paying two months worth of expense to a provider. Institutions had an increase of $95,788.16 due to expenses owed to Mendota/Winnebago. Motion by Andrea Lombard, seconded by Karen Fabisiak to approve the monthly vouchers in the amount of $1,114,154.74. Motion Carried.

B. 2013 Budget Presentation: Orth went through the budget narrative. Questions were asked regarding FPI Initiative reinvestment. With the privatization of W-2 will people fall through the cracks and end up back at the County for other services? Numerous questions were asked about the Assessment Specialist position. John Miller would like to know the number of kids in placement for the last few years.

Orth went through the Levy Request Summary. Motion by Thomas Kriegl to amend the budget to increase Economic Support by one additional position, seconded by James Bowers. Ruth Dawson asked for discussion on the motion. Thomas Kriegl handed out a FTE Equivalents Allocated by Department report and gave an explanation of the report. Ruth Dawson felt the budget should stay as is and trust the Director’s decision. We could look at Economic Support again next year. Andrea Lombard agreed. Beverly Vertein asked if we could come back mid-year if needed and ask for another position. Orth stated we could, but we would have to go through the Personnel Committee and the full County Board. John Miller felt that perception of the county’s budget by the tax payer is based on overall economic conditions. James Bowers applauded Thomas Kriegl’s passion for the cause he is behind. Zero increase for the Human Services budget scares him to death. Human Services has great staff, who are always looking for reductions. He challenges County Supervisors to look at all budgets. James Bowers feels that Human Services is the sacrificial lamb. Human Services needs more. Bowers would like to see regular increases in the Human Services budget. He is passionate about Human Services and believes that if we invest in Human Services that it will help with the Sheriff’s Department level. Ruth Dawson feels that every department is important.

Call to vote was made to vote on the amendment as stated above. Aye: Thomas Kriegl, James Bowers; Nay, Ruth Dawson, Andrea Lombard, Karen Fabisiak, Beverly Vertein, John Miller, Scott Alexander. Motion Failed.

Motion by Ruth Dawson, seconded by Andrea Lombard to approve the budget as is with levy request of $7,652,236. Thomas Kriegl called for discussion. Kriegl feels that the Levy Request Summary is a helpful document and wishes more departments would use something like this. He would like to see an additional column added to the Monthly Operation Statement and would like to see changes to what the Accounting Department presents for budget. James Bowers asked for a vote on the above motion. Aye: Karen Fabisiak, John Miller, Scott Alexander, Andrea Lombard, Ruth Dawson, Beverly Vertein, James Bowers. Nay: Thomas Kriegl. Motion Carried.

The next meeting of the Sauk County Human Services Board will be in September 10, 2012 at 5:00 P.M. Motion by James Bowers, seconded by Karen Fabisiak to adjourn. Motion Carried.
