Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Bowers, seconded by Fordham to adopt the agenda. Motion Carried.

- Review and Approval of Monthly Vouchers: Box distributed the monthly voucher report and reviewed (See attached). Box noted that there was an increase in contracted services due to increased utilization this month. Administration was increased due to multiple months of bills being paid. Community Living Support was increased due to River Valley School annual payment being reflected in this month’s vouchers. Community Treatment was increased due to two month’s worth of bills. Institutions was decreased due to client discharge of a placement. Income Maintenance was up due to increased funeral and MA transportation as well as two month expenses with one vendor. Accounts Receivable was down due to an ended placement. Fordham indicated that the monthly average column on the voucher report is inaccurate. Box will recheck formula. Box will also check monthly budget column as well for accuracy. Motion by Sinklair, seconded by Bowers to approve vouchers at $1,043,565.50. Motion Carried.
- CWCAC Disaster Grant Update - Laurie Lindell: Ms. Laurie Lindell reported on CWCAC Disaster Grant (see attached pie graph). The graph reveals spending by community for a total of 119 household in Sauk County at $2,831,374.00. Ms. Lindell agreed to report further on number of households per community in subsequent report in May of 2010. She indicated that she may refer this information to Mr. Orth in that she might have a conflict on the night of the board meeting in May.
- WCHSA Spring Conference: Orth asked for Board Members interested in the WCHSA Spring Conference. Bowers submitted a request to attend the WCHSA Spring Conference on Wednesday, May 12 and Thursday, May 13, 2010. Motion by Fordham, seconded by Sinklair to approve Bowers attendance at the WCHSA Spring Conference on Wednesday, May 12 and Thursday, May 13, 2010. Motion Carried. Orth will draft a resolution for submitting to the full County Board for approval.
Department Updates:
- Family Care Update-Service Level Agreement: Orth reported that the Southwest Family Care Alliance in January 2010 broke even and was in the black slightly for February, 2010. Orth further reported the state is looking at the Alliance and asks for assurance from Southwest Family Care Alliance that there is oversight of the Alliance (see attached agreement). Orth summarized the general aspects of this agreement.
- CFSR Preparation: Orth briefly reviewed the CFSR process and reported that this will occur the week of April 12 through April 16. Schedules for the federal review is set with meetings for Columbia and Sauk County taking place at the Wilderness in Wisconsin Dells. There will be a brief exit review on Thursday, April 15, 2010 at 2:00 p.m., with a full state review summary on Friday morning of that week.
- Marsh County Health Alliance: Orth reported that the project for Marsh County Health Alliance has moved ahead. Agreement will be forwarded for review in May and when Corporation Counsel completes its full review, it will be forwarded and sent to the full county board for an appointment of a representative to this alliance. Endres noted that this appointment should come from the Human Services oversight committee and that then it could be submitted to the full county board for review and approval.
- Secretary’s Council on Child Welfare: Orth noted that Reggie Bicha, Secretary for the Department of Family Services has reconfigured and designed a Council on Child Welfare. This Council will consist of three county directors and a number of county managers as well as numerous private citizens. The first task for this Council will be on three major fronts, to include: 1) funding for child welfare system, 2) Disappropriate number of people of color placed in out of home placements, 3) prevention of child abuse efforts. Endres noted that there is approximately $90,000 of funding submitted by Ho-Chunk Nation that could be used at the discretion of the Finance Committee. Some of this money, if approved by the Finance Committee, could be used by Human Services.
The next meeting of the Sauk County Human Services Board is scheduled for Monday, May 10, 2010 at 5:00 p.m.
