A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Human Services Board. It is possible that a quorum on county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel. Badke v. Greendale Village Board, Wis 2d 553, 294 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law at 4 p.m.
PRESENT: Patricia Rego, James Bowers, Joan Fordham, Cliff Thompson, Joel Chrisler, Delmar Scanlon, Jake Roxen; EXCUSED: Valerie McAuliffe; ABSENT: None.

Motion by James Bowers, seconded by Delmar Scanlon, to adopt agenda. Motion carried.
Motion by Delmar Scanlon, seconded by Jake Roxen, to approve the minutes for the previous Human Services Board meeting held on March 13, 2023. Motion carried.

Communications/Director’s Report: Joan Fordham indicated the Human Services Monthly Report was not uploaded into Granicus.
a. Board Materials: Distributed electronically. Jessica Mijal reviewed the Human Services Monthly Report items. Jessica requested potential presenters the board members were interested in hearing from. James Bowers requested someone from Therapy Without Walls, Joan Fordham requested elder abuse and youth presentations, Patricia Rego mentioned a tour of the Child Protective Services interview room. Jessica spoke about the Sauk Prairie Schools Mental Health grant; there is interest in hiring staff, case manager or social worker, to be embedded within Human Services but employed by the school. More will be explored on this. Human Services Day at the Capitol is this Wednesday and will be attended by Supervisor Hazard, Jessica Mijal, and four Human Services leadership team members. Wisconsin County Human Service Association (WCHSA) Spring Conference and Adult Treatment Court training is coming up.
Business Items:
a. Discussion and Action to Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by Joan Fordham, seconded by James Bowers, to approve monthly vouchers for $2,234,714.20. Motion carried.
b. Accounts Receivable Report: Distributed electronically. Stephanie Box reviewed the Accounts Receivable Report for February 2023. Have sent 8 accounts to Credit Management for $16,779 and 17 accounts to State Debt Collections for $16,398.50. Revenues received to date from: Credit Management $263.08; State Debt Collections $1,964.23, and TRIP $6,294.91.
c. Discussion and Action to Approve Collection Requests: Motion by Joel Chrisler, seconded by Cliff Thompson, to approve collection requests of sending 7 accounts for $8,819.55 to Credit Management Control and 7 accounts for $10,826.83 to State Debt Collections. Motion carried.
d. Monthly Reports: Distributed electronically. Stephanie Box reviewed the February 2023 Volatile Line report. Two changes to the report this year: removed Birth-to-Three line as the staff were brought in-house and are no longer contracted; added a line for psychological evaluations as these have been increasing in frequency.
e. Discussion and Action to Approve 2023 Contracts: Stephanie Box discussed the 2023 contract list. Motion by James Bowers, seconded by Delmar Scanlon, to approve 2023 Contracts. Motion carried.
f. Discussion and Action to Approve and Accept Grant Funds for State Opioid Response 3: Jessica Mijal reported we are required to bring new grant awards forward for approval. The grant funds that we can always count on year to year, such as block grant funding, are part of the budget and do not need to be brought forward. The State Opioid Response grant is a grant we’ve had but the funding itself changed. The State Opioid Response funding is used to support the Medication Assisted Treatment (MAT) program, called Sauk County Recovery Connections. The last funding cycle ended 9/30/22. The State is very far behind as is the Federal Government. The grant award notification was received on 3/17/23 and now have six months left to spend the money as the cycle has not changed. Jessica indicated there has been staff turnover and currently are a staff of one with a supervisor doing backup coverage. This gives us the opportunity to evaluate what the program needs are. Discussing potentially contracting some of the work for now if we can find an agency to do that and allows us to evaluate whether we need four full-time positions (two master’s level staff and two peer support specialists) or whether we need less than that to manage the referrals. Feels hopeful can contract for the two Peer Support Specialists. Jessica and other directors have given feedback to the State. Stephanie Box indicated we will claim all the expenses from September 30th to current that we can; it does limit whether we want to re-hire positions if we don’t know if we are getting the money. Motion by Joan Fordham, seconded by Delmar Scanlon, to approve and accept Grant Funds for State Opioid Response 3 for $271,502. Motion carried.
g. Discussion and Action to Approve and Accept Grant Funds for Medication Assisted Treatment in a Jail Setting: Jessica Mijal reported this is a new grant, co-writing with Public Health and the Jail for non-narcotic medication (Vivitrol) in a jail setting, storage of the medication, and a position (case manager). Every person coming into the jail would be screened and those screened in would have opportunity to meet with the case manager for better identification and connection with resources. Feel we are missing a large number of people who could potentially benefit from talking about substance use needs and are missing people who are opioid affected who may be eligible for Vivitrol. It will be a new position and our recommendation was to have that position under Human Services because of the work being done. The first year there are two separate funding streams: 1) renewable ($127,094) which runs July 2023 to June 30, 2024 and 2) non-renewable, one-time only substance abuse block grant ($89,206) which runs April 1, 2023, to September 30, 2023. Motion by Delmar Scanlon, seconded by James Bowers, to approve and accept two Grant Funds for Medication Assisted Treatment in a jail setting for $127,094 and $89,206. Motion carried.
