Chair, Scott Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Beverly Vertein, seconded by Andrea Lombard to adopt agenda. Motion Carried.
Motion by Andrea Lombard, seconded by Beverly Vertein to approve minutes of the previous Human Services Board meeting held on October 6, 2014. Motion Carried.

Business Items:
Review and Approve Monthly Vouchers: Stephanie Box distributed and reviewed the Monthly Voucher Report.
Motion by Joan Fordham, seconded by John Miller to approve monthly vouchers in the amount of $941,996.52. Motion carried.
Accounts Receivable Report: The Accounts Receivable report for September 2014 was reviewed by Stephanie Box.
Approval for Collection Requests:
Motion by Beverly Vertein, seconded by Andrea Lombard to approve sending 12 accounts to Credit Management Control for $5,486.81. Motion carried.
Monthly Reports:
Stephanie Box distributed and discussed the September 2014 Volatile line report.
Comprehensive Community Services (CCS) Presentation: Sharon Boesl, Mental Health and Recovery Services Manager, gave a presentation and a slide show. Sauk formed a collaboration with Columbia and Richland counties, called Wisconsin River Collaborative, in order to be eligible to receive 100% MA reimbursement for CCS services provided. This was formed using the NIATx model (NIATx.net) that focuses on People, Tools, and Rules. The clinical managers from the three counties met and compared each county’s approach and combined their efforts to make CCS more efficient. This collaboration allowed the counties better “buying power” to attract providers who offer services outside our local area such as Madison. Credentialing and training across all three counties is the same and covers providers no matter which county in the collaboration they work with. Shared provider training, developing shared web site (January 2015), and forming a regional coordinating committee allows us to expand consumer services across all regions. CCS can be mobile and in the field. One provider felt good about the services and is looking at adding a satellite office in our area.
Bill commented CCS is a State directive and is flexible on the region size. All but about five counties in Wisconsin are providing CCS services. The reimbursement rate is 60% from Federal and 40% from State. No county levy is used. Providers are reimbursed 100% of what they bill.
Department Updates:
2015 Budget: The budget is going before the County Board on November 11, 2014. No changes were made and are actually asking for less tax levy in the new budget. The County Board did approve the two positions requested.
Criminal Justice Coordinating Council: The Council met in October; the next meeting will be on November 20, 2014. The subcommittee looked at three areas to work on: 1) Court management – court operations; 2) systems mapping - detailed understanding; and 3) court data collection system (will be discussed on December 2, 2014).
Grassroots Empowerment Collaborative Project: Jill Ellinwood, CCS Mental Health Coordinator, is working with the Grassroots Project. The board is made up of past consumers of mental health out of Madison. They meet monthly to pick a project to improve mental health for individuals. They provide services statewide.
Young Children of Jailed Parents Presentation: This occurred on October 28, 2014. A one hour video is available through UW Extension.
CWCAC Homelessness Update: Because of being under budget, we were able to start the program early this year. We have two referrals, one from a school, and the other from Child Protective Services (CPS). Linda Faivre from the Job Center is the contact person. Requirements to participate in the program include having a six month residency in Sauk County, absolutely no other place to live, or are being evicted.

The next meeting of the Sauk County Human Services Board will be December 8, 2014, at 5:00 p.m. in Room B24. Motion by John Miller, seconded by Andrea Lombard to adjourn. Motion Carried.
