SAUK COUNTY BOARD OF HUMAN SERVICES
Meeting: April 11, 2022, 4 p.m., County Board Room 326A, West Square Building, Baraboo, WI
Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law at 4 p.m.
PRESENT: Patricia Rego, James Bowers, Joel Chrisler, Valerie McAuliffe, Michelle Bushweiler, Delmar Scanlon, Kristin White Eagle, Cliff Thompson; EXCUSED: Eric Scheunemann; ABSENT: None.
Others Present: Jessica Mijal, Stephanie Box, Lori Dee
Motion by Michelle Bushweiler, seconded by Valerie McAuliffe, to adopt agenda. Motion carried.
Motion by Valerie McAuliffe, seconded by James Bowers, to approve the minutes for the previous Human Services Board meeting held on March 14, 2022. Motion carried.

Communications/Director’s Report:
Kristin White Eagle arrived at 4:02 p.m.
- Board Materials: Distributed electronically. Jessica Mijal reported an increase in Youth Justice (YJ) number. Due to a retirement in YJ unit, that social worker position was reallocated to the Adult Protective Services (APS) unit where there is a great need currently. Three staff are attending the Netsmart conference to see what new electronic record features are coming out.
Cliff Thompson arrived at 4:04 p.m.
Business Items:
a. Discussion and Action to Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by Valerie McAuliffe, seconded by Joel Chrisler, to approve monthly vouchers for $2,084,984.41. Motion carried.
b. Accounts Receivable Report: Distributed electronically. Stephanie Box reviewed the Accounts Receivable Report for February 2022. Medicaid billing for all of 2021 is complete.
c. Discussion and Action to Approve Collection Requests: Motion by James Bowers, seconded by Michelle Bushweiler to approve collection requests of sending 10 accounts for $5,160 to State Debt Collections and 7 accounts for $1,506.95 to Credit Management Control. Motion carried.
d. Monthly Reports: Distributed electronically. Stephanie Box discussed the February 2022 Volatile Line report.
e. Discussion and Action to Approve Mental Health Block Grant Supplemental Award: Stephanie Box reported applying for supplemental money. This supplemental award runs from March 15, 2022, through March 14, 2023. The grant will pay for the new Crisis Stabilization Case Manager position.
Motion by Michelle Bushweiler, seconded by Valerie McAuliffe, to approve Mental Health Block Grant Supplemental Award for $27,916. Motion carried.
f. Discussion and Action to Approve Resolution to Commend Cheri Brickl for Over 45 Years of Service to the People of Sauk County: Discussed addressing all three retirement resolutions together.
g. Discussion and Action to Approve Resolution to Commend Andrew Gorsuch for Over 18 Years of Service to the People of Sauk County:
h. Discussion and Action to Approve Resolution to Commend Teresa Bass for Over 34 Years of Service to the People of Sauk County: Discussed making one motion for all three resolutions. Jessica Mijal remarked these were an incredible amount of years of service and were valued employees. We were fortunate to have overlap which allowed training the new staff. Jessica Mijal indicated when Teresa Bass started, Jessica was just a toddler and Teresa had worked with Jessica’s dad and social worker, Gary Mijal.
Motion by James Bowers, seconded by Michelle Bushweiler, to approve Resolutions to Commend Cheri Brickl for Over 45 Years of Service, Andrew Gorsuch for Over 18 Years of Service, and Teresa Bass for Over 34 Years of Service to the People of Sauk County. Motion carried.
Department Updates
a. 2021 Annual Report: Jessica Mijal thanked Stephanie Box for pulling all this data together. Jessica reviewed several points from the annual report. 2020 was a bit flat due to COVID but 2021 saw a rise in the numbers. The Children’s Long-Term Support (CLTS) waitlist was eliminated which increased the number of children served and will continue to increase. Crisis numbers are high. Direct service has increased. We have met or exceeded the State metrics. Jessica discussed the decision to reallocate a vacant Youth Justice (YJ) social worker position to Adult Protective Services (APS). Jessica explained how the APS case complexities have changed and felt this position reallocation was warranted since YJ referrals have remained lower than pre-pandemic levels. Outpatient had more of a waitlist in 2021, but the waitlist has been decreasing. Jessica indicated a new version of the electronic health record will be implemented and staff have been working hard getting ready. Jessica is going to request a new CLTS position during the next budget cycle. Jessica remarked how we were able to provide services during COVID and think outside the box.
Next Meeting:
The next meeting of the Sauk County Human Services Board will be May 9, 2022, at 4 p.m. in the County Board Room 326A.
Jessica Mijal thanked the board for their support and kindness since coming on board. She also thanked Michelle Bushweiler and Kristin White Eagle for their service as they will not be continuing to serve as County Board members. James Bowers thanked Michelle and Kristin for their service and recognized Kristin for representing the Ho-Chunk Nation.
Motion by Michelle Bushweiler, seconded by Kristin White Eagle, to adjourn at 4:26 p.m. Motion carried.
