Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law.
PRESENT: Patricia Rego, Valerie McAuliffe, Delmar Scanlon, James Bowers, Eric Scheunemann, Cliff Thompson; EXCUSED: Joel Chrisler, Michelle Bushweiler, and Kristin White Eagle; ABSENT: None.
Others Present: Jessica Mijal, Stephanie Box, Nicole Rachuj, Jill Ellinwood
Motion by Valerie McAuliffe, seconded by James Bowers, to adopt agenda. Motion carried.
Motion by Valerie McAuliffe, seconded by Eric Scheunemann, to approve the minutes for the previous Human Services Board Meeting held on February 14, 2022. Motion carried.
Public Comment:
None
Communications/Director’s Report:
a. Board Materials: Distributed electronically. Jessica Mijal reported March 15, 2022, is National Social Workers’ Day and gave a shout out to all the social workers in Human Services. The board members asked for their gratitude to be passed on as well. Jessica reported updates for COVID. The mask requirement has been lifted and continue to be a mask friendly environment where staff and consumers can continue to wear a mask if they choose to do so. Jessica was asked to do a camera interview for “Know Your Wisconsin” regarding the impact of COVID on mental health. Jessica will update when that piece is to be broadcast.
Business Items:
a. Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by Cliff Thompson, seconded by James Bowers, to approve monthly vouchers in the amount of $2,056,427.39. Eric Scheunemann abstained. Motion carried.
b. Accounts Receivable Report: Distributed electronically. Stephanie Box reviewed the Accounts Receivable Report for January 2022. We received $1,004.42 from TRIP which are no longer being submitted by Human Services; however, are still receiving revenue from past accounts that were submitted. $.80 was received from Credit Management.
c. Discussion and Action to Approve Collection Requests: Motion by Valerie McAuliffe, seconded by Eric Schuenemann, to approve sending 22 accounts for $100,712.93 to the State and 7 accounts for $14,266.40 to accounts to Credit Management Control. Motion carried.
d. Monthly Reports: Distributed electronically. Stephanie Box discussed the January 2022 Volatile Line report.
e. Estimated Year End: Stephanie discussed the estimated year end. Currently there is an unfavorable balance of $1,190,466 but have estimated revenues and expenses of $1,545,347 giving a favorable amount of $354,881 plus the budgeted carryforward of $87,865. Thus, an estimated end favorable balance of $442,746.
f. Discussion and Action to Approve Carryforward Request: Distributed electronically. Stephanie discussed. Motion by Valerie McAuliffe, seconded by Delmar Scanlon, to approve Carryforward Request for $238,265. Motion carried.
Department Updates:
a. Presentation: Integrated Services Program (ISP), Jill Ellinwood, ISP Manager: Jill Ellinwood introduced herself as the Integrated Services Program (ISP) Manager.
Integrated services are a combination of Comprehensive Community Services (CCS) and Families Come First (FCF). CCS services started in Sauk County in 2005; at that time it was a 60/40 split where the County picked up 40% of the cost. In 2014 it became 100% benefit for reimbursement. Families Come First is a wraparound program that does not have Medicaid dollars attached to it. It’s a much smaller program, however, it was the foundational program that brought wraparound services to Sauk County with the model of working together with our community partners.
The CCS mission is recovery for individuals facing mental illness and substance use challenges. CCS provides coordinated psycho-social rehabilitative services that support individuals in defining their own goals and empowering their attainment to a maximized level of functioning, stability, and independence. Providing services to consumers and families 2-3 hours a week in the office, community, schools, etc. FCF initiative strives to keep children in their homes through the establishment of a comprehensive, coordinated, community-based interagency system of care, centered on the child and family. Approximately $60,000 is received in a grant every year for the FCF program which is utilized for care coordination, youth mentoring, and parent support.
Psychosocial rehabilitation services are in addition to traditional counseling. They provide community skills. Learning how to go to the library to get a library card, how to speak in a community setting, coping skills, support mind body training, parent education, and family therapy are just a few examples of those services.
Next Meeting: The next meeting of the Sauk County Human Services Board will be April 11, 2022, at 4 p.m. in County Board Room 326A. Eric Scheunemann will be excused.
