SAUK COUNTY BOARD OF HUMAN SERVICES
Meeting: February 14, 2022, 4 p.m., County Board Room 326A, West Square Building, Baraboo, WI
Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law at 4 p.m.
PRESENT: Patricia Rego, James Bowers, Joel Chrisler, Valerie McAuliffe, Eric Scheunemann, Cliff Thompson, Michelle Bushweiler, Delmar Scanlon; EXCUSED: Kristin White Eagle; ABSENT: None.
Others Present: Jessica Mijal, Stephanie Box, Lori Dee, Brent Miller
Motion by James Bowers, seconded by Michelle Bushweiler, to adopt agenda. Motion carried.
Motion by Valerie McAuliffe, seconded by James Bowers, to approve the minutes for the previous Human Services Board meeting held on January 10, 2022. Motion carried.

Communications/Director’s Report:
- Board Materials: Distributed electronically. Jessica Mijal reported there is no guest speaker today. Plans for Jill Ellinwood to attend next month to present about the Comprehensive Community Services (CCS) program. Jessica indicated discussion at the Southern Director’s meeting included barriers to apply for grants. There has been a decrease in the counties applying for grants with counties indicating it is too time consuming and most counties do not have grant writers. Jessica indicated the option was opened for Sauk County to contract for crisis beds in Wisconsin. Plan to use grant money to provide Peer Support training, offering statewide but priority will be given to local attendees.
Business Items:
- Discussion and Action to Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by Valerie McAuliffe, seconded by Cliff Thompson, to approve monthly vouchers for $2,096,023.43. Eric Scheunemann abstained. Motion carried.
- Accounts Receivable Report: Distributed electronically. Stephanie Box reviewed the Accounts Receivable Report for December 2021. Year to date for 2021 we have received $55,149.65 from TRIP and $7,220.90 from the collection agency.
- Discussion and Action to Approve Collection Requests: Motion by James Bowers, seconded by Michelle Bushweiler to approve collection requests of sending 20 accounts for $6,481.20 to State collections and 11 accounts for $2,292.46 to Credit Management Control. Motion carried.
- Monthly Reports: Distributed electronically. Stephanie Box discussed the December 2021 Volatile Line report which shows to be unfavorable and over budget. One example is for institutions, $639,214 was budgeted but actually spent $1,386,107. In 2022, Community Based Residential Facility (CBRF) and Adult Family Home (AFH) is looking to be over budget due to an increase in residential placements.
- Discussion and Action to Approve 2021 Donation Report: Stephanie Box discussed the report, what units received donations, and explained how the Wagner Fund works. Motion by Michelle Bushweiler, seconded by James Bowers, to approve 2021 Donation Report for $19,739.86. Motion carried.
- Discussion and Action to Approve Resolution to Commend Rita Strutz for Over 42 Years of Service to the People of Sauk County: Jessica Mijal spoke of Rita’s dedication and her enjoyment of being retired. Motion by James Bowers, seconded by Valerie McAuliffe, to approve Resolution to Commend Rita Strutz for Over 42 Years of Service to the People of Sauk County. Motion carried.
- Discussion and Action to Approve Resolution to Commend Lois Patterson for 30 Years of Service to the People of Sauk County: Jessica Mijal described Lois as passionate, a great sense of humor, and dedicated to serving kids. Motion by Valerie McAuliffe, seconded by Delmar Scanlon, to approve Resolution to Commend Lois Patterson for 30 Years of Service to the People of Sauk County. Motion carried.
