Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law at 4 p.m.
PRESENT: Patricia Rego, James Bowers, Joel Chrisler, Valerie McAuliffe, Delmar Scanlon, Eric Scheunemann, Cliff Thompson; EXCUSED: Kristin White Eagle, Michelle Bushweiler; ABSENT: None.
Others Present: Jessica Mijal, Stephanie Box, Lori Dee
Motion by Valerie McAuliffe, seconded by James Bowers, to adopt agenda. Motion carried.
Motion by Joel Chrisler, seconded by Valerie McAuliffe, to approve the minutes for the previous Human Services Board meeting held on September 13, 2021. Motion carried.

Communications/Director’s Report:
- Board Materials: Distributed electronically. Jessica Mijal stated fall is a busy time for meetings.
Business Items:
- Discussion and Action to Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by Cliff Thompson, seconded by James Bowers, to approve monthly vouchers for $2,121,714.61. Motion carried.
- Accounts Receivable Report: Distributed electronically. Stephanie Box reviewed the Accounts Receivable Report for August 2021.
- Discussion and Action to Approve Collection Requests: Motion by Joel Chrisler, seconded by Valerie McAuliffe, to approve collection requests of sending 16 accounts for $1,014.58 to Credit Management Control. Motion carried.
- Monthly Reports: Distributed electronically. Stephanie Box discussed the August 2021 Volatile Line report. Stephanie stated for the first time in many years, we are trending to not be favorable due to placements in institutions, but this could change by the end of the year.
- Resolution Commending David Zeller for Over 34 Years of Service to the People of Sauk County: Motion by Valerie McAuliffe, seconded by James Bowers, to approve the Resolution Commending David Zeller for Over 34 Years of Service to the People of Sauk County. Motion carried.
- Resolution Commending Dan Brattset for 20 Years of Service to the People of Sauk County: Motion by James Bowers, seconded by Valerie McAuliffe, to approve the Resolution Commending Dan Brattset for 20 Years of Service to the People of Sauk County. Motion carried.
Department Updates:
- Discussion and Review of the Human Services Department 2022 Budget: Stephanie Box showed a PowerPoint presentation on the proposed 2022 budget. Stephanie described what the Wagner Fund is and how it works. Stephanie went over the budget highlights which includes position requests describing how they will be funded, wage and insurance increases, and a substantial daily rate increase in juvenile corrections. Stephanie explained the directive was for a zero percent increase and was followed by two more directives to make additional budget cuts. James Bowers expressed concern over the directives to make budget reductions which creates volatility in the Human Services budget. Valerie McAuliffe voiced concern the budget cuts mostly impact consumers.

The next meeting of the Sauk County Human Services Board will be November 8, 2021, at 4 p.m. in the County Board Room 326A. Joel Chrisler indicated he will not be present.
