Motion by James Bowers, seconded by Michelle Bushweiler to adopt agenda. Motion carried.
Motion by Valerie McAuliffe, seconded by James Bowers to approve the minutes for the previous Human Services Board Meeting held on August 9, 2021. Motion carried.

- Board Materials: Distributed electronically. Jessica Mijal gave updates of some meetings she has been able to attend and will follow-up next month with more.
Business Items:
- Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by Valerie McAuliffe, seconded by Michelle Bushweiler, to approve monthly vouchers in the amount of $2,479,423.53. Motion carried.
- Accounts Receivable Report: Distributed electronically. Stephanie Box reviewed the Accounts Receivable Report for July 2021.
- Discussion and Action to Approve Collection Requests: Motion by Valerie McAuliffe, seconded by Cliff Thompson, to approve sending 30 accounts to Credit Management Control for $14,555.80. Motion carried.
- Monthly Reports: Distributed electronically. Stephanie Box discussed the July 2021 Volatile Line report.
Department Updates:
- Presentation: Nick Cibulka, Community Support Program (CSP) Manager, CSP Annual Report Results: Nick Cibulka, manager for CSP, introduced himself, the CSP program and presented a PowerPoint presentation. CSP is a State mandated, high intensity, community-based mental health treatment program based on the Assertive Community Treatment (ACT) model. CSP serves adults with more serious and persistent mental health. ACT is referred to a hospital without walls, a broad effort to deinstitutionalize mental illness. CSP is able to provide higher continuum of needs than mental health outpatient or Comprehensive Community Services (CCS). There are three things that have to be present for CSP services: Diagnosis of a severe mental illnesses, the presence of significant risk of institutionalization and/or living in a severe dysfunctional way, and the functional impairment—are they able to meet their needs on their own. Services provided include psychiatric, intake assessments, medication management with on-staff psychiatrist and physician assistant prescribing medications, psychiatric nurses who fill prescriptions, packaging of medications for daily or weekly, distribute and administer injections, case management, supportive psychotherapy, psychosocial rehabilitation which helps with everyday task support, treatment plans. Nick reviewed some of the statistics, COVID challenges, goals and accomplishments throughout 2020 to present time. Questions and answers took place.
- All Staff Meeting: Jessica Mijal discussed the all-staff meeting which began five years ago. Due to COVID-19, in 2020 it was not possible. This year, the meeting was planned for in-person on August 12th. Due to the increasing high positive cases of COVID-19 and the CDC recommendations for gathering in large groups, this year it took place via Zoom. The primary presenter, Dana Johnson, was able to uniquely present his training via Zoom on “Refuel, Re-Energize: Beam Up Motivation, Resiliency, and Heal Our Collective Trauma.”
- Sauk County Continuum of Care Consortium: Jessica Mijal discussed Sauk County is part of a million-dollar grant over three years for treatment and recovery for addictions. This is a collaboration of Sauk County Department of Human Services, Public Health, the Sheriff’s Department, hospitals, EMS, Ho-Chunk and a few others. The grant started September 1st. Discussion and questions took place.
- Community Conversation on Mental Health and Law Enforcement: Jessica Mijal gave updates on a Facebook Live event regarding mental health and law enforcement. Those involved in the live video were Jessica Baldauf (DHS Crisis Supervisor), Jared Pierce (Sheriff’s Department) and Chief Mark Schauf (Baraboo Police Department). Jessica will share that information via email to the board members.

The next meeting of the Sauk County Human Services Board will be Monday, October 11, 2021 at 4:00 p.m. in County Board Room 326A.
