SAUK COUNTY BOARD OF HUMAN SERVICES

Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law.
Motion by James Bowers, seconded by John Miller, to adopt agenda. Motion carried.
Valerie McAuliffe arrived at 3:31 p.m.
Motion by Tim McCumber, seconded by James Bowers to approve the minutes for the previous Human Services Board meeting held on November 11, 2019. Motion carried.
Public Comment:
None
Communications/Director’s Report:
a. Board Materials: Distributed electronically. Dan Brattset reported he attended a Human Trafficking conference – trafficking is on the increase.
Brandon Lohr arrived at 3:33 p.m.
Business Items:
a. Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by John Miller, seconded by Valerie McAuliffe to approve monthly vouchers in the amount of $1,910,716.74. Motion carried.
b. Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for October 2019.
John Miller stepped out at 3:47 p.m.
c. Approve Collection Requests: Motion by Tim McCumber, seconded by Glen Johnson to approve sending 26 accounts to Credit Management Control for $7,633.62 Motion carried.
John Miller returned at 3:48 p.m.
d. Monthly Reports: Distributed electronically. Stephanie Box discussed the October 2019 Volatile line report.
e. Approve 2020 Income Maintenance Administrative Allocation (IMAA) Consortium Contract: Stephanie Box states the contract is for the Capital Consortium for Economic Support services. Addendums can be made during the year. Motion by Valerie McAuliffe, seconded by Brandon Lohr to approve 2020 Income Maintenance Administrative Allocation (IMAA) Consortium Contract in the amount of $809,756. Motion carried.
Department Updates:
a. Updated Sauk County Department of Human Services 2020 Organizational Chart: Dan Brattset discussed the various units. Discussed rotating managers and supervisors to come to Human Services board meetings to speak. Dan spoke of the new positions and features of each Department unit. Internal staff have the option to apply for vacancies. Dan stated the Business and Administrative Services unit in recent years evaluated open positions, restructured and eliminated positions as needed. Dan discussed talk of a Federal retraction of FoodShare meaning less FoodShare for people which is a concerning issue. James Bowers brought up the Baraboo School District has a student food pantry. The First United Methodist Church continues to distribute free clothing. There is also a mobile food pantry available in Sauk County. Dan discussed staff and service changes in the Child Protective Services, Youth Justice, Mental Health, and Crisis units. Dan stated there is a crossover with Adult Protective Services and Mental Health and have seen an increase in substance use among the elderly. Children’s Long-Term Support trying to eliminate the waitlist and found with the announcement of the waitlist elimination, brought in more referrals. Dan stated the Comprehensive Community Services program has grown while the Community Support Program (CSP) has leveled off. CSP staff find creative ways to get consumers to exercise and socialize. Dan stated he will do an orientation with new board members. Patricia Rego requested a presentation on Peer Support and the Medication Assisted Treatment program.
b. Potential Implications of Sauk County Board Actions on 2020 Budget: Dan Brattset discussed the County Board cutting the Human Services budget by $167,167. Dan indicated it could be a rough year as they do a good job putting the budget together projecting costs; however, cannot predict what placements will occur. Dan stated staff have done a good job with cost effective services.
Next Meeting:
Discuss Future Meeting Dates: January’s meeting will be held on the first Monday. Meetings will continue to be held at 3:30 p.m. on the second Monday of each month during 2020 starting with February.
The next meeting of the Sauk County Human Services Board will be January 6, 2020, at 3:30 p.m. in Room 213.
