Chair, Patricia Rego, called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Valerie McAuliffe, seconded by John Miller to adopt agenda. Motion carried.
Motion by Glen Johnson, seconded by Valerie McAuliffe to approve the minutes for the previous Human Services Board Meeting held on 10/7/2019. Motion carried.

Communication:
Board Materials: Distributed electronically. Dan Brattset spoke of a Central Wisconsin Community Action Council (CWCAC) collation meeting coming up. Events held in October were an all staff meeting and a Management retreat.
Business Items:
Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by Timothy McCumber, seconded by James Bowers, to approve monthly vouchers in the amount of $2,190,839.23. Motion carried.
Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for September 2019.
Approval for Collection Requests: Motion by Timothy McCumber, seconded by Valerie McAuliffe, to approve sending 21accounts to Credit Management Control for $7,472.38. Motion carried.
Monthly Reports: Distributed electronically. Stephanie Box discussed the September 2019 Volatile Line report.
Approve 2020 State and County Grant Award Contract Covering Social Services and Community Programs: Stephanie Box announced the 2020 DHS contract has been received and will be sent through the new contract system for approval. Other contracts will be issued throughout the year. Motion by Valerie McAuliffe, seconded by Glen Johnson, to approve 2020 State and County Grant Award Contract Covering Social Services and Community Programs in the amount of $1,351,569. Motion carried.
Approve Resolution Commending Beverly Vertein for Over 18 Years of Service as a Citizen Member of the Sauk County Human Services Board: No action taken.
Approve Resolution Commending Sharon Boesl for Over 16 years of Service to the People of Sauk County: Dan Brattset discussed Sharon Boesl’s retirement. Motion by John Miller, seconded by James Bowers, to approve Resolution Commending Sharon Boesl for Over 16 years of Service to the People of Sauk County. Motion carried.
Department Updates:
Youth Justice Update: Start Today Act Responsibly (STAR) Program and Youth Assessment and Screening Instrument (YASI) – Mindy Mattson, Youth Justice Supervisor: Mindy Mattson distributed some documents. STAR and YASI are to help reduce the number of low risk youth in the juvenile court system. Each case will be screened by Mindy for all services provided within the Department of Human Services. Depending on the referrals, history and offense, those with low risk of repeat offenses will be referred to the Boys & Girls Club who will provide services. The Boys & Girls Club has two facilitators who have been trained by Youth Justice to provide one-on-one services. The youth will have 6-8 sessions. Once they have passed, they will received a year’s free membership at the Boys & Girls Club. Currently this is a pilot program for Baraboo. Other counties have already been using this program and have had much success and reduced the number of higher risk youth in the juvenile court system.
Appointing Citizen Members to the Sauk County Human Services Board: Patricia discussed Julie Fleming’s position is currently open to be filled. Beverly Vertein has decided she will be leaving at the end of 2019. Patricia encouraged communication with the community and even school district staff. Suggestions with names were discussed.
Next Meeting:
Discussed holding the January 2020 meeting on the 6th instead of the 13th. The next meeting of the Sauk County Human Services Board will be December 9, 2019, at 3:30 p.m. in Room 213.

Motion by James Bowers, seconded by Timothy McCumber, to adjourn at 4:27 p.m. Motion carried.
