Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Valerie McAuliffe, seconded by Glen Johnson, to adopt agenda. Motion carried.
Motion by James Bowers, seconded by Glen Johnson to approve the minutes for the previous Human Services Board meeting held on September 9, 2019, with the correction to the spelling of Anna Krause’s name. Motion carried.

Communications/Director’s Report:
a. Board Materials: Distributed electronically. Dan Brattset stated he attended the CWCAC housing coalition meeting and was recruited to join the coalition. Dan stated Sharon Boesl attended the State HIPAA meeting, the Human Services all staff training was held last week, and the Human Services management team will be at a retreat this week. Dan spoke about County Ambassador Program (CAP) Day.
Tim McCumber arrived at 3:33 p.m.
Dan stated this is Sharon Boesl’s last board meeting as she is retiring on November 1, 2019, and she has been a great contribution to the agency.
Business Items:
a. Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by Brandon Lohr, seconded by John Miller to approve monthly vouchers in the amount of $1,810,951.87. Motion carried.
b. Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for August 2019.
c. Approve Collection Requests: Motion by Tim McCumber, seconded by Brandon Lohr to approve sending 17 accounts to Credit Management Control for $8,308.59. Motion carried.
d. Monthly Reports: Distributed electronically. Stephanie Box discussed the August 2019 Volatile line report.
e. Approve Resolution Commending Julie Fleming for Over 6 Years of Service as a Citizen Member of the Sauk County Human Services Board: Dan read the resolution to the board, thanking Julie for her service. Motion by Valerie McAuliffe, seconded by Tim McCumber to approve Resolution Commending Julie Fleming for Over 6 Years of Service as a Citizen member of the Sauk County Human Services Board. Motion carried.
Department Updates:
a. Crisis Services Update: Jessica Mijal, Mental Health and Recovery Services Manager: Dan mentioned changes with crisis on-call system. Jessica Mijal stated earlier this year the after-hours crisis system contract with another vendor ended and County staff volunteered during the interim. Now that the crisis system has been brought internal, the system has been formalized using staff who have expertise with mental health. Feedback from community stakeholders has been positive and are favorable having this staffed internally. Communication is better, supervision is consistent, following the same procedures and protocol. Dan Brattset discussed the two after hours on-call systems we have: children and mental health. Staff have been split according to their expertise. Jessica explained 51 crisis workers assess for risk of dangerousness which may include risk to one’s self due to suicidal thoughts or actions, risk to others, someone could have impaired judgement and are not capable of making decisions for their wellbeing. The 51 system is for both adults and children. Dan explained children’s staff address child abuse/neglect or delinquency. Jessica discussed serving individuals in the jail, meeting with individuals and putting some safety precautions in place. Working together with the jail behavioral health specialist has been wonderful and it has decreased the amount of response we have historically done. Safety plans are done with a majority of people who we see for crisis and are diverted from being placed and go home. A contract with Lutheran Social Services which started from a grant to provide after-hours crisis services to children has helped reduce hospitalizations.

The next meeting of the Sauk County Human Services Board will be November 11, 2019, at 3:30 p.m. in Room 213.
