Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Valerie McAuliffe, seconded by James Bowers to adopt agenda. Motion Carried.
Motion by Glen Johnson, seconded by John Miller to approve the minutes for the previous Human Services Board meeting held on Monday, March 4, 2019. Motion Carried.

Communication:
Board Materials: Distributed electronically. Dan shared a letter from Chief Darren Jorgenson with praise for two staff members, Jessica Mijal and Heidi Schultz, who participated in training for emergency management and first responders.
Closed Session: Pursuant to Wisconsin Status § 19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Performance evaluation of Daniel Brattset, Director of the Department of Human Services. Motion by Valerie McAuliffe, seconded by Timothy McCumber, to go into closed session. Roll Call: AYES (8) Patricia Rego, Glen Johnson, Valerie McAuliffe, Timothy McCumber, James Bowers, Julie Fleming, Beverly Vertein, John Miller. ABSENT (1) Brandon Lohr. Motion carried.
Reconvene in Open Session: Motion by Valerie McAuliffe, seconded by Timothy McCumber, to reconvene to open session. Motion carried.
Business Items:
Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by James Bowers, seconded by Timothy McCumber to approve monthly vouchers in the amount of $1,486,330.70. Motion carried.
Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for February 2019.
Approval for Collection Requests: Motion by Timothy McCumber, seconded by James Bowers, to approve sending 29 accounts to Credit Management Control for $57,927.48. Motion carried.
Monthly Reports: Distributed electronically. Stephanie Box discussed the February 2019 Volatile Line report.
Consideration of Method to Approve Human Services Vouchers: Dan discussed the challenges the Department of Human Services is encountering to assure vendors are paid on a timely basis. As a conditional approval, with review later by the entire DHS committee, Patricia Rego, DHS Board Chair or Timothy McCumber, DHS Vice-Chair, on the third Tuesday of the month prior to the Finance Committee meeting, will review the proposed vouchers. Vouchers will be taken to the committee for final approval.
Discussion of Mid-Term Assessment: Dan discussed the process. Every other year the full board votes on priorities from community concerns. In the past, mental health with the availability of providers and opiates and treatment were top concerns. It is anticipated this will be the same. Possible continuance of State funds has been looked at. Positions currently being paid by the grants would have to be approved by Personnel. Current mental health staff recruitment has been conducted on a State job website. There has been some success; however, regional recruitment may need to be done for mental health positions. Psychiatry has a national shortage. Biggest success are social work interns who have been offered permanent positions after completing their internship. Comprehensive Community Services (CCS) continues to be a growing entity. Lori Dee will send out Dan’s completed Midterm Assessment form.
Discussion of Budget Projections/Program Reviews: Dan discussed the Department of Human Services (DHS) Managers for each unit will be meeting. Each unit will discuss how supervision and management is done with possible changes. The State has recognized some changes. The State is discussing 17 year-old, non-violent, non-serious offenders, who are currently in the adult courts may come back to Youth Justice. Wraparound integrated services continue to grow. State is certifying peer support parenting coaches who are parents who have had a child with behavioral or mental health challenges. There is a State training and is billable. The State would like to eliminate wait lists for the Children and Family Support/Birth-to-Three programs. The Criminal Justice Coordinating Council (CJCC) is in need of more mental health assessments and release planning for the jail. Next month management and supervisory positions will be discussed.
Reappoint Julie Fleming to the Human Services Board (citizen member): Discussion to reappoint Julie. Motion by Timothy McCumber, seconded by Valerie McAuliffe, to reappoint Julie Fleming to the Human Services Board (citizen member). Motion carried.
Appoint Kirk Knight to the Comprehensive Community Services/Families Come First Coordinating Committee – 2 Year Term (citizen member): Dan discussed the committee and the services they provide. Motion by Timothy McCumber, seconded by Glen Johnson, to appoint Kirk Knight to the Comprehensive Community Services/Families Come First Coordinating Committee – 2 Year Term (citizen member). Motion carried.
Department Updates:
Homelessness: CWCAC Contract, Local Shelter Starting: James Bowers discussed the recent denial for the proposed homeless shelter that a local church across from Haskins Park in West Baraboo was donating space for. The Zoning Committee of West Baraboo recommended the shelter be placed in a different zone. Discussion regarding homelessness.
Next Meeting: The next meeting of the Sauk County Human Services Board will be May 13, 2019, at 3:30 p.m. in Room 213.
