Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law.
Motion by James Bowers, seconded by Tim McCumber, to adopt agenda. Motion carried.
Motion by Glen Johnson, seconded by Tim McCumber, to approve the minutes for the previous Human Services Board meeting held on February 11, 2019. Motion carried.

Communications/Director’s Report:
Board Materials: Distributed electronically. Dan Brattset reported that County Ambassador Program (CAP) Day is coming up on April 2, 2019.
Budget Process and Outside Agency Requests Update: Alene Kleczek-Bolin discussed the budget process.
Valerie McAuliffe arrived at 3:32 p.m.
Alene wants to make sure everyone has a good understanding of the budget. Committees should look at Department pages in the budget, goals and programs, dollars spent, outputs and outcomes. Review the annual report to see what the programs are, how did the programs do, what are the goals of the programs, what changes should be made, what is working. Meetings will be held in June asking for public input. The timeline and budget policy and procedures will be coming out in about a month. Think about what your vision is and how to get there.
Alene discussed outside agency requests will change for this year. A flat number will be set aside in the budget. Outside agencies will have to fill out a form to apply for a grant. Recommendations from a panel will be sent to an oversight committee. Grant requests under $10,000 will be approved by committee; over $10,000 will be approved by the County Board. This process will open up the opportunity to applying for funds to the entire County.
Business Items:
Review and Approve Monthly Vouchers: Distributed electronically. Jennifer Kleckner reviewed the Monthly Voucher Report. Motion by Tim McCumber, seconded by Valerie McAuliffe, to approve monthly vouchers in the amount of $1,574,590.48. Motion carried.
Accounts Receivable Report: Jennifer Kleckner distributed and reviewed the Accounts Receivable Report for January 2019.
Approval for Collection Requests: Motion by Tim McCumber, seconded by Brandon Lohr, to approve sending 28 accounts to Credit Management Control for $39,195.66. Motion carried.
Monthly Reports: Distributed electronically. Jennifer Kleckner discussed the January 2019 Volatile line report.
Preliminary Year End: Jennifer Kleckner handed out alternate care statistics for 2018 which showed the average number of children in alternate care. Board members requested the number of children that were in foster care in 2018. Jennifer will provide that information at the next meeting. Dan Brattset stated year end is favorable; some items were under budget while other items went over budget. Comprehensive Community Services (CCS) program has increased; currently serving approximately 125 children and 100 adults and the numbers have been increasing. We receive 100 percent reimbursement for CCS services. We use many outside providers for CCS services who are supervised by internal DHS staff. Without the CCS program, we would not be able to provide these services any other way.
Approve Carryforward Request: Dan Brattset discussed the carryforward request would cover $100,000 for AVATAR, $3,000 for staff training of car seat installation from Department of Transportation (DOT), $3,500 for special equipment: tall and extra wide chairs for the Reedsburg and Baraboo offices, and $15,000 for consultants to enhance our electronic record system and treatment plan implementation. Approximately $1,272,012 will be returned to the general fund. Motion by Glen Johnson, seconded by Valerie McAuliffe, to approve Carryforward Request in the amount of $121,500.00. Motion carried.
Approve Commending Joel Petty for Over 35 Years of Service to the People of Sauk County: Dan Brattset spoke about Joel’s commitment to serving children, adolescents, and families as a therapist. Motion by James Bowers, seconded by Brandon Lohr, to approve Commending Joel Petty for Over 35 Years of Service to the People of Sauk County. Motion carried.
Reappoint Rick McKellar to the Comprehensive Community Services/Families Come First Coordinating Committee - 2 Year Term (citizen member): Dan Brattset stated Rick has been a leader on this committee. Motion by Valerie McAuliffe, seconded by Tim McCumber, to reappoint Rick McKellar to the Comprehensive Community Services/Families Come First Coordinating Committee - 2 Year Term (citizen member). Motion carried.
Department Updates:
Crisis Systems: Dan Brattset reported on the change to our crisis system. We have two systems: 1) 48/948 for Child Protective Services and Youth Justice which is covered by internal staff; and 2) 51 statutory requirement for Mental Health and AODA commitments with placement in Winnebago. Daytime 51 crisis calls are handled by internal staff. Nights/weekends/holidays were staffed by a contracted provider for 12 years but are looking for a new provider and Dan has signed a letter of intent. Until the new provider is in place, internal staff will be covering.
2018 Annual Report: The annual report was distributed in the board materials. Dan Brattset reported just about every department area had an increase in cases. On big event continues to be serving opiate addicted individuals. We had a three year grant to start up the Medication Assisted Treatment (MAT) program. When that expired a one year grant was obtained to create three project positions to continue the program. Dan indicated the State will look at funding one year at a time. Sharon Boesl spoke about way individuals get services and using community partners as resources.

The next meeting of the Sauk County Human Services Board will be April 8, 2019, at 3:30 p.m. in Room 213.
