Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Beverly Vertein, seconded by Brandon Lohr, to adopt agenda. Motion carried.
Motion by Glen Johnson, seconded by Brandon Lohr to approve the minutes for the previous Human Services Board meeting held on September 10, 2018. Motion carried.

James Bowers and Tim McCumber arrived at 3:31.
Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by John Miller, seconded by Glen Johnson to approve monthly vouchers in the amount of $1,709,830.24. Motion carried.
Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for September 2018.
Approval for Collection Requests: Motion by John Miller, seconded by Tim McCumber to approve sending 22 accounts to Credit Management Control for $4,077.24. Motion carried.
Monthly Reports: Distributed electronically. Stephanie Box discussed the September 2018 Volatile line report.
Approve Resolution Commending Mary Strasser for Over 30 Years of Service to the People of Sauk County: Dan discussed the three staff who have retired. The board members decided to approve all three resolutions in one motion. Mary Strasser supported the Waiver programs and APS unit.
Approve Resolution Commending Mary Jane Fenske for Over 24 Years of Service to the People of Sauk County: Mary Jane Fenske worked as a social worker in the APS unit.
Approve Resolution Commending Steve Drexler for Over 23 Years of Service to the People of Sauk County: Steve Drexler worked in the Mental Health and Recovery Services Unit as a psychotherapist.
Motion by James Bowers, seconded by Brandon Lohr to Approve Resolutions Commending Mary Strasser for Over 30 Years of Service to the People of Sauk County, Commending Mary Jane Fenske for Over 24 Years of Service to the People of Sauk County, and Commending Steve Drexler for Over 23 Years of Service to the People of Sauk County. Motion carried.
Approve Resolution in Support of Requesting Increased Funding and Oversight Reforms for Wisconsin’s Child Protective Services System: Dan Brattset spoke about meetings discussing standards. Human Services’ social workers are now staffed well. With the addition of an Assistant CPS Supervisor position, we will be close to the national benchmarks. Funding has been neglected by the State. Wisconsin County Human Services Association (WCHSA) and Wisconsin Counties Association (WCA) are lobbying for $30 million. Sauk County has been doing okay but Northern counties have higher caseloads. Dan will be attending County Ambassador Program (CAP) Day and will inform the board of lobbying dates. Dan will bring a Power Point of the caseload study for the next meeting.
Motion by James Bowers, seconded by John Miller to Approve Resolution in Support of Requesting Increased Funding and Oversight Reforms for Wisconsin’s Child Protective Services System. More information was requested before approving the resolution. Motion by James Bowers, seconded by John Miller to withdraw the motion to Approve Resolution in Support of Requesting Increased Funding and Oversight Reforms for Wisconsin’s Child Protective Services System. Motion carried.
Motion by Tim McCumber, seconded by John Miller to table until the next meeting. Motion carried.
Reappoint Jeanne DeForest to the Children’s Community Options Program/Birth to 3 Program Advisory Committee as a Citizen Member – Three Year Term: Dan Brattset stated Jeanne has been on this committee and is being reappointed. Motion by Beverly Vertein, seconded by Glen Johnson to Reappoint Jeanne DeForest to the Children’s Community Options Program/Birth to 3 Program Advisory Committee as a Citizen Member – Three Year Term. Motion carried.
Appoint Neskya Johnson to the Children’s Community Options Program/Birth to 3 Program Advisory Committee as a Citizen Member – Three Year Term: Dan Brattset stated Neskya and Brandi are new citizen members being appointed. The board decided to approve appointments in one motion.
Appoint Brandi Marvici to the Children’s Community Options Program/Birth to 3 Program Advisory Committee as a Citizen Member – Three Year Term: Motion by Glen Johnson, seconded by James Bowers to Appoint Neskya Johnson and Brandi Marvici to the Children’s Community Options Program/Birth to 3 Program Advisory Committee as Citizen Members – Three Year Term. Motion carried.
Department Updates:
Wisconsin Act 184: Supervised Release of Sexually Violent Persons: Dan Brattset spoke about Act 980--convicting sexually violent people and releasing agents at Sand Ridge worked through Human Services and placed people throughout the State. Once released, placed back in county of residence. Act 184 requires development of local teams to include Human Services Deputy Director, Probation and Parole, Land Conservation/GIS, and State Department of Human Services. Counties will have 180 days to find a placement. Under Act 980, counties gave recommendations but didn’t have to place. State law supersedes local community ordinances. David Zeller asked if Act 184 pays for placement. Dan stated DHS pays for placement, within its parameters. The State develops the treatment plan. Sharon Boesl stated a notice will be sent to Corporation Counsel when an individual is going to be released. Rules allow for two offenders in one residence. Dan stated feedback needs to go to legislators.

The next meeting of the Sauk County Human Services Board will be November 5, 2018, at 3:30 p.m. in Room 213.
