Chair, Joan Fordham called the meeting to order and certified compliance with the Open Meeting Law.
Motion by James Bowers, seconded by Peter Vedro to adopt agenda. Motion Carried.
Motion by Peter Vedro, seconded by Clark Pettersen to approve the minutes for the previous Human Services Board meeting held on Monday, January 8, 2018. Motion Carried.

Business Items:
Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by James Bowers, seconded by Jean Berlin, to approve monthly vouchers in the amount of $1,831,356.65. Motion carried.
Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for December 2017.
John Deitrich arrived 4:19 p.m.
Approval for Collection Requests: Motion by Jean Berlin, seconded by John Deitrich, to approve sending 22 accounts to Credit Management Control for $4,534.58. Motion carried.
Monthly Reports: Distributed electronically. Stephanie Box discussed the December 2017 Volatile line report.

Approve Resolution Commending Shari Ripley for Over 30 Years of Service to the People of Sauk County:
Joan Fordham proposed the resolutions on all three be completed in one motion. Dan spoke about each and their longevity and dedication with the county.
Motion by Peter Vedro, seconded by John Deitrich, to approve the Resolutions Commending all three: Stuart McNames for Over 20 Years of Service, Kathy Mathieus for Over 27 Years of Service and Shari Ripley for Over 30 Years of Service to the People of Sauk County. Motion carried.
Department Updates:
Presentation on the MATRS (Medication Assisted Treatment Recovery & Support)/MAT (Medication Assisted Treatment) Grant – Sharon Boesl: Sharon distributed documentation of the progress of the MATRS Program. July 31, 2018, will mark the last day of the three year, three million dollar (total over three years) MAT grant for Sauk and Columbia counties. There is an annual State Targeted Response (STR) grant that is new to Wisconsin which has adopted the model created by Sauk County for the current MAT grant. This grant will make up to four awards, each in the amount of $250,000.
Sharon discussed the MAT grant services provided to Sauk and Columbia residents with opportunities to obtain and maintain sobriety from opiates, heroin, and other addicting drugs such as cocaine and meth. Sharon discussed the handouts which provided statistics with charts from the MAT Grant. MATRS staff would advocate for the client in recovery to find employment. What is seen after the grace period of employment, the new employer offers insurance with a high deductible or copay or they do not offer insurance at all but due to their income, they are no longer eligible for state assisted insurance. Because the client is not able to pay for the services, the individual leaves services. If they had the opportunity to stay in treatment, they would have.
Training of the current MATRS staff has already begun for Comprehensive Services Community (CCS). This will help the transition for services through DHS.
Tax Reform: Dan stated there has been no large movement on this. Tax reform bill does not take effect until 2018. There may be updates if there is more information with WCHSA and WCA regarding the governor’s proposals on insurance and proposals on welfare reform.
Dates of 2018 Human Services Board Meetings: No questions or changes to the current schedule for 2018.

Next Meeting: The next meeting of the Sauk County Human Services Board will be March 5, 2018, at 4:15 p.m. in Room 213.
