SAUK COUNTY BOARD OF HUMAN SERVICES

Meeting:                         November 6, 2017, 4:00 p.m., Room 213, West Square Building, Baraboo, WI

Chair, Joan Fordham called the meeting to order and certified compliance with the Open Meeting Law.

Motion by Peter Vedro, seconded by James Bowers to adopt agenda.  Motion Carried.

Motion by Clark Pettersen, seconded by James Bowers to approve the minutes for the previous Human Services Board meeting held on October 9, 2017.  Motion Carried.

Board Materials:  Distributed electronically

Business Items:

Review and Approve Monthly Vouchers:  Distributed electronically.  Stephanie Box reviewed the Monthly Voucher Report.  Motion by John Miller, seconded by Peter Vedro, to approve monthly vouchers in the amount of $1,430,953.29.  Motion carried. 

Accounts Receivable Report:  Stephanie Box distributed and reviewed the Accounts Receivable Report for September 2017.

Approval for Collection Requests:  Motion by Peter Vedro, seconded by James Bowers, to approve sending 14 accounts to Credit Management Control for $2,735.45.  Motion carried.

Monthly Reports:  Distributed electronically.  Stephanie Box discussed the September 2017 Volatile line report.

Jean Berlin and John Deitrich arrived 4:11 p.m.

Department Updates:

Presentation on Mental Health and Recovery Services (MHRS) Unit – Jessica Mijal: Jessica introduced herself and her role with Sauk County Department of Human Services Mental Health & Recovery Services Unit.  Mental Health & Recovery Services outpatient clinic based for mental health and substance use clients.  Something new is the Trauma-Focused Cognitive Behavioral Therapy (TF-CBT) which is evidence-based treatment for children and adolescents impacted by trauma and their parents or caregivers.  Comprehensive Community Services (CCS) for adults and children are a large part of MHRS and growing.  This service is a wraparound model.  Community Support Program is a separate unit, but is more complex that the CCS program.

The newest change will be process for crisis and service requests for mental health and substance use.  This will help get new clients faster services than the current process.  The goal with the new position is to cut down on wait times for appointments, have same day access services, screening either same day or soon after, all to help reduce hospitalizations and placements.

Wisconsin Counties Association County Ambassador Program (CAP) Day Review:  Dan, John Deitrich, John Miller and Marty Krueger each stated positive things from the event.  Conversation occurred regarding the recent events at Lincoln Hills.  Discussion did not take place at the program.  When the agenda was written, there were very few volatile incidents.  Incidences were starting to increase just about the time of the meeting.  Discussion occurred regarding Lincoln Hills with the processes and procedures SCDHS have prior to sending clients to the facility.

Dan urged board members make contact with legislators regarding Medicaid insurance.  Changes to Medicaid would have a drastic impact to the 2018 budget and residences for Sauk County Department of Humans Services.

Next Meeting:  The next meeting of the Sauk County Human Services Board will be December 11, 2017, at 4:00 p.m. in Room 213.
