Chair, Joan Fordham called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Beverly Vertein, seconded by Jean Berlin to adopt agenda. Motion Carried.
Motion by John Deitrich, seconded by John Miller to approve the minutes for the previous Human Services Board meeting held on February 6, 2017. Motion Carried.

Board Materials: Distributed electronically
Business Items:
Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by John Deitrich, seconded by James Bowers, to approve monthly vouchers in the amount of $1,434,699.46. Motion carried.
Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for February 2017.
Approval for Collection Requests: Motion by John Deitrich, seconded by Connie Lehman, to approve sending 25 accounts to TRIP for $7,201.07 and 10 accounts to Credit Management Control for a total of $9,344.86. Motion Carried.
Monthly Reports: Distributed electronically. Stephanie Box discussed the January 2017 expenses are paid in February and reflected on the Volatile line report for February.
Preliminary Year End: Dan discussed 2016 revenue dollars.
Approve Carryforward Request: Dan discussed the carry forward request from the revenue dollars and the proposed areas to use those funds. Motion by Peter Vedro, seconded by Jean Berlin, to approve all three carry forward items. Motion carried.
Approve Resolution Commending Julie Arendsee for Over 36 Years of Service to the People of Sauk County: Motion by James Bowers, seconded by Connie Lehman, to approve resolution commending Julie Arendsee for over 36 years of service to the people of Sauk County. Motion carried.
Reappoint James Bowers to a three-year term – Citizen Member Human Services Board:
Reappoint Beverly Vertein to a three-year term – Citizen Member Human Services Board: Joan Fordham recommended both reappointments be combined and to approve them together. No objections. Both Jim Bowers and Beverly Vertein have accepted their reappointment for a three-year term for each. Motion by John Deitrich, seconded by Peter Vedro, to approve reappointing James Bowers to a three-year term – Citizen Member Human Services Board and reappointing Beverly Vertein to a three-year term – Citizen Member Human Services Board. Motion carried.
Department Updates:
Client Confidentiality and Board Members – Presentation Corporation Counsel – Sharon Boesl/Dan Brattset: Dan Brattset preempted the importance of confidentiality and the requirements. Debra O’Rourke from Corporation Counsel distributed and reviewed information on Confidentiality of Records for Humans Services and Human Services Board members.
WCHSA Spring Conference, Elkhart Lake, WI 5/3-5/5/17: Distributed electronically. Dan Brattset updated everyone and anyone who is interested the WCHSA Spring Conference will be May 3-5, 2017 in Elkhart Lake. Enhanced Leadership, Trauma Informed Care and Retaining Staff are a few of the presentations provided. Anyone interested are to let Dan know.
2015 Wisconsin Elder Abuse Report: Distributed electronically. Dan Brattset commented it was 2015 is the breaking new data. Due to the elderly population may be increasing. He also expressed from the graph it was interesting the Primary Reason for Call issue identified – over half of the calls was for self-neglect. Self-neglect by definition is no longer being able to care for yourself. It could be due to incompetency or cognitively not being able to take care of things. Dan explained the processes DHS uses in those situations.
Contracted Psychiatrist and 2017 Budget: Dan Brattset discussed DHS is in a position to potentially contract for an adult psychiatrist. Psychiatry is a dear commodity in our state and it is very limited and in short supply. Currently on staff is a psychiatrist who has been with DHS just under 10 years working 4 days a week. Through connections through UW and other psychiatrists, DHS potentially has an opportunity to obtain a psychiatrist a couple of days a week and doing some clinical work throughout other counties. Sharon discussed some of the current talks with the potential psychiatrist. The current psychiatrist, at the time of the meeting, had one available appointment for new patients for this year and it changes frequently. An additional resource of a psychiatrist would help with the current patient load. Board approval currently not needed at this time. This would be a contracted position, therefore not needing to go through the Personnel Department. This will come from the current DHS budget and is billable, creating revenue. It has been included in the 2018 budget. Ways to use 2017’s budget discussed.
Next Meeting: The next meeting of the Sauk County Human Services Board will be April 10, 2017, at 3:30 p.m. in Room 213.
