                                                SAUK COUNTY BOARD OF HUMAN SERVICES

Meeting:                 Monday, September 12, 2016, 4:00 p.m., Room 213, West Square Building, Baraboo, WI

Members Present:   Joan Fordham, John Miller, James Bowers, Peter Vedro, Beverly Vertein, Julie Fleming, Jean Berlin, John Deitrich, Connie Lehman

Chair, Joan Fordham called the meeting to order and certified compliance with the Open Meeting Law.

Motion by Jim Bowers, seconded by Jean Berlin to adopt agenda.  Motion Carried.

Motion by Peter Vedro, seconded by Beverly Vertein to approve the minutes for the previous Human Services Board meeting held on August 4, 2016, with a correction in Business Items, line item b to correct Barbara to Connie.  Motion Carried.

Communication

1. Board Materials:  Distributed electronically.  Dan welcomed Sharon Boesl as the new Deputy Director to the meeting.

Business Items:

1. Review and Approve Monthly Vouchers:  Distributed electronically.  Stephanie Box reviewed the Monthly Voucher Report. 

Motion by John Miller, seconded by Jean Berlin, to approve monthly vouchers in the amount of $1,925,141.62.  Motion carried.  

2. Accounts Receivable Report:  Stephanie Box distributed and reviewed the Accounts Receivable Report for June 2016. 
3. Approval for Collection Requests: Stephanie Box mentioned the person who generates the tripping of accounts is currently on maternity leave and will be returning back to work soon.  Upon her return, she will have sufficient time to get these generated before the end of the year.
4. Monthly Reports:  Distributed electronically.  Stephanie Box discussed the July 2016 Volatile line report.
5. 2017 Budget Adjustments:  Distributed electronically.  Dan discussed the recommendations from the Finance Committee to reduce the levy impact by $241,196.  Discussion occurred about the amended proposed budget amounts.  Dan will get clarification on the CJCC funds if those were already excluded prior to the Finance Committee’s recommendation to reduce the levy.

4:15 p.m.  John Deitrich arrived.

Motion by Peter Vedro, seconded by Connie Lehman to revise the proposed budget adjustment by reducing funds from other (greater risk) line items that are covered through the $1.4 million risk reserve, keep the lined items for SCAN and the new CSP Psychotherapist Position for a total of $101,088, Connie Lehman seconded the motion.  Ayes:  Vedro, Lehman, Miller, Fleming, Vertein, Berlin.  Nays:  Deitrich and Bowers.

4:24 p.m. Jean Berlin excused herself from the meeting.

6. Outside Agency Request Presentations:

1) Hope House (Ellen Allen):  Ellen distributed documents and gave a presentation of the services Hope House provides Sauk County residence.  The Hope House is asking for $25,000 to match grant funds for services provided.

2) Central Wisconsin Community Action Coalition (Fred Herbert):  Keri Labansky (in place of Fred), distributed documents and presented how funds from SCDHS help the services they provide.  The Central Wisconsin Community Action Coalition is asking for $7,500 to fund services they provide.

7. Consideration for Approval of Outside Organization Budget Request:  The Hope House is asking for $25,000 to match grant funds for services provided.  The Central Wisconsin Community Action Coalition is asking for $7,500 to fund services they provide.

Motion by Peter Vedro, seconded by Jim Bowers, to approve. Motion carried.
