Chair, Joan Fordham called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Jim Bowers, seconded by Beverly Vertein to adopt the agenda. Motion Carried.
Motion by Connie Lehman, seconded by Peter Vedro to approve the minutes for the previous Human Services Board meeting held on May 9, 2016, removing Julie Fleming’s name in the members present as she was absent. Motion Carried.
The reduced format will continue for future meeting minutes as was demonstrated in the May minutes.

Communication/Director’s Report
- Board Materials: Distributed electronically. Dan Brattset distributed some handouts for program acronyms and descriptions.
Business Items:
- Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by John Miller, seconded by Jean Berlin to approve monthly vouchers in the amount of $1,252,697.36. Motion carried.
- Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for April 2016.
- Approval for Collection Requests: No requests.
- Monthly Reports: Distributed electronically. Stephanie Box discussed the April 2016 Volatile line report.
- Quarterly Reports: Stephanie Box distributed and reviewed the Alternate Care Statistics report.
- Transfer Human Services Fund Balance to the General Fund: Discussed Human Services continues to have a risk reserve which can be utilized for one-time expenses, not ongoing services. Motion by Connie Lehman, seconded by Jean Berlin to transfer Human Services funds of $1,396,960.69 to the General Fund. Motion carried.
- Internal Promotion to Juvenile Justice Supervisor: Dan Brattset reported there is an internal candidate but the Personnel committee meeting had to be rescheduled. He will discuss this more at the next meeting.
- Appoint Reona Holmes to the Comprehensive Community Services/Families Come First Coordinating Committee: Motion by Jim Bowers, seconded by Peter Vedro to appoint Reona Holmes to the Comprehensive Community Services/Families Come First Coordinating Committee.
- Approve Resolution Commending Jeff Semenas for Over 24 Years of Service to the People of Sauk County: Dan Brattset spoke about Jeff’s involvement in developing the Comprehensive Community Services program and his contributions to the Department and the community. Motion by Beverly Vertein, seconded by Connie Lehman, to approve Resolution Commending Jeff Semenas for Over 24 Years of Service to the People of Sauk County. Motion carried.
Department Updates:
- Presentation of CSP Services – Tara Koch: Tara Koch, CSP Administrative Supervisor, Angela Tourdot, CSP Clinical Coordinator, and Cindy Jones, Social Worker, spoke about the Community Support Program and challenges they face. They currently serve approximately 130 adult consumers with mental illness, 5 are on a waiting list, all being served by 16 staff members. Discussed what could help make the program better to serve their consumers.
- 2017 Budget Process – Program and Priorities Review: Dan Brattset discussed the budget process including discussions with managers, Stephanie reviewing the numbers, and then bringing it to the board in August.
- WCHSA Conference: Dan Brattset discussed conference topics including child mental health and a shift in Juvenile Justice to the Department of Family and Children.
- Offer of Director Scheduling a Human Services Overview for New Board Members at a Date to be Determined: Dan Brattset offered to schedule a group meeting for all board members for an overview of Human Services. Board members should e-mail Dan with their interest and dates/times they are available.
- Clinical Services in the Jail: Dan Brattset stated Jeff Semenas provided crisis services at the jail, but he has now retired. Discussed what services Human Services can and cannot provide at the jail. The Sheriff’s Department would like to have services at the jail and are discussing this to determine the best way to provide crisis services.
- Child Mental Health Services: Dan Brattset discussed the challenge to find a therapist to work with very young children.
