Chair, Scott Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Scott proposed Business Items line item k. be bumped up after line item g.
Motion by Peter Vedro, seconded by Jim Bowers to adopt the modified agenda. Motion Carried.
Motion by Andrea Lombard, seconded by Joan Fordham to approve the minutes for the previous Human Services Board meeting held on February 8, 2016. Motion Carried.

Motion by Joan Fordham, seconded by John Miller, to go into closed session. Roll Call – AYES: (8) Alexander, Lombard, Fordham, Vedro, Miller, Bowers, Fleming, Kriegl. NAYS: (0). ABSENT: Vertein. Motion carried.
- Reconvene in open session:
Motion by Jim Bowers, seconded by Joan Fordham, to reconvene in open session. Motion carried.
- Consideration and selection of final candidate for the position of Director of Human Services: Joan Fordham recommended selecting Dan Brattset as the final candidate for the Director of Human Services. This recommendation will go before the County Board on March 22nd.
Motion by Joan Fordham, seconded by Peter Vedro to approve Dan Brattset as final candidate for Director of Human Services. Motion carried.
- Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report.
Motion by Peter Vedro, seconded by John Miller, to approve monthly vouchers in the amount of $1,191,127.96. Motion carried.
- Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for January 2016. She also updated on the progress of getting the MA billings completed and making strides.
- Approval for Collection Requests:
Motion by Andrea Lombard, seconded by Jim Bowers, to approve sending 22 accounts to Credit Management Control for $20,711.88. Motion carried.
- Monthly Reports: Distributed electronically. Stephanie Box discussed the January 2016 Volatile line report.
- Carryforward Request: Distributed electronically. Stephanie Box reviewed the information.
Motion by Joan Fordham, seconded by Peter Vedro, to approve the carryforward amount of $220,399.00. Motion carried.
- 2015 DHS Annual Report: Distributed electronically. Bill briefly reviewed. Comment made was the report was simple, easy to read, but effective.
Motion by Jim Bowers, seconded by Andrea Lombard, to approve the 2015 DHS Annual Report. Motion carried.
- Contracting with Hope House – CASA Startup: Distributed electronically. The Child Advocacy CASA (Child Appointed Special Advocates) Program Development Project has recently hired someone for this position.
Motion by Peter Vedro, seconded by John Miller, to approve the contract with Hope House – CASA in the amount of $50,000.00. Motion carried.
- Reappoint Julie Fleming to the Human Services Board: Julie’s term is up and recommended Julie continues by being reappointed. Discussed Julie’s reappointment.
Motion by Jim Bowers, seconded by Peter Vedro, to reappoint Julie Flemming to the Human Services Board. Motion carried.
Department Updates:
- CPS Meeting with Law Enforcement: Sample letter distributed electronically. Dan explained that he along with Daniel Hardman, Chief of Lake Delton PD and Jerry Struntz, Chief of Sauk-Praire PD met last week Thursday and had a phone conference with Chair Sauk Co. Law Enforcement Association to discuss the alternative response to open CPS Cases. Dan has his reservations with confidentiality, but is open to how this could work. This subject will be updated frequently as it will be on legislative tables.
Peter dismissed himself at 5:50 p.m.
- Medication Assisted Treatment (MAT) Grant: Bill updated DHS now has a signed contract. Dan updated Tellurian plans to open their doors within the week. There is a lot of progress in Sauk County communities in Spring Green, Baraboo, Reedsburg and Sauk City. Each community is being very open and receptive to the treatment plans, to which some citizens shared ideas to help the community. Pharmacies are now carrying the Vivitrol shot to be more accessible to clinics for treatment. Many medical clinics have at least one doctor on staff that will be dedicated to the Vivitrol program. Drug Court is working close with the MAT program to assist those who have charges against them. St. Clare Center has also broadened their opportunities to the program. This program will continue to have updates as it moves through the year.
- Supervised Release Program: Distributed electronically. Bill gave a brief update in what the outlook would be for this program. Generally it is to help serve as help in searching for landlords to obtain residential occupancy for sex offenders. There are some requirements and guidelines that have to be followed. Dan expressed his concern that he wanted staff to get just the basics of what is required for any non-mental health related help for each individual.
- Trauma Informed Care Kickoff: Distributed electronically. Bill reminded board members the TIC group came to a meeting in the later part of 2015 to invite them to the kickoff. He encouraged board members to attend on April 14th to one of the two sessions. It was also announced Waupaca County is being recognized nationally so it is an honor to have them come to our agency to talk about Trauma Informed Care.
- Retirement!: Distributed electronically. Yes, it is official; Bill will be leaving our agency. He thanked all the board members for their support throughout the years he has been with the agency. Board members have been invited to attend his retirement party.
Public Comment
Ellen Allen from the Hope House wanted to extend her appreciation of Bill’s work and congratulated Dan on the board’s recommendation to Director.
The next meeting of the Sauk County Human Services Board will be April 4, at 5:00 p.m. in Room 213.
