Chair, Scott Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Peter Vedro to start with Business Items e. through i., and then continue with a. through d., seconded by Andrea Lombard to adopt the agenda. Motion Carried.
Motion by Andrea Lombard, seconded by James Bowers to approve the minutes for the previous Human Services Board meeting held on January 11. 2016. Motion Carried.
Motion by Andrea Lombard, seconded by Bev Vertein to approve the minutes for the special Human Services Board meeting held on January 19. 2016. Peter Vedro abstained. Motion Carried.

John Miller arrived at 5:03 p.m.
Business Items:
- Human Services Director Hiring Process: The ad for the position was placed late in January and will run through mid-February. Interviews will be scheduled for either February 22, 2016 or February 29, 2016 with second interviews on March 7, 2016. Discussed moving the March Human Services Board meeting to March 14, 2016, to accommodate completing the interviews. The Human Services Board will confirm hiring the candidate and then it goes to the County Board on March 22, 2016. Joan, Scott, Andrea, and Jim should be getting letters from Michelle Posewitz, Personnel Director. Michelle suggested those four should be part of the interview process.
Tom Kriegl arrived at 5:05 p.m.
- Resolution Commending Chris Smith for Over 16 Years of Service: Bill stated Chris Smith retired January 4, 2016, and recommended the resolution for her years of service. Chris started in the Juvenile Justice Unit and then moved to the Child Protective Services Unit. Motion by Peter Vedro, seconded by Joan Fordham, to approve Resolution Commending Chris Smith for Over 16 Years of Service. Motion carried.
- Appoint Allison Rosch to the Birth-to-Three/Family Support Advisory Committee: Bill stated Allison is a parent member from Sauk City. Motion by Peter Vedro, seconded by James Bowers to appoint Allison Rosch to the Birth-to-Three/Family Support Advisory Committee. Motion carried.
- Approve 2016 Annual State-County Child Welfare Contract: Motion by Andrea Lombard, seconded by Joan Fordham to approve 2016 Annual State-County Child Welfare Contract in the amount of $1,509,225.50. Motion carried.
- Approve 2016 Title III Elder Abuse Contract: Motion by Beverly Vertein, seconded by John Miller to approve 2016 Title III Elder Abuse Contract in the amount of $21,768.00. Motion carried.
- Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report.
Motion by Peter Vedro, seconded by Andrea Lombard to approve monthly vouchers in the amount of $1,132,614.88. Motion carried.
- Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for December 2015. March 2015 has been billed using the old CMHC system. We are close to being able to bill out of AVATAR. We will bill out everything by the end of April.
- Approval for Collection Requests: Motion by Andrea Lombard, seconded by Jim Bowers to approve sending 16 accounts to Credit Management Control for $4,767.80. Motion carried.
- Monthly Reports: Distributed electronically. Stephanie Box discussed the December 2015 Volatile line report.
Department Updates:
- Medication Assisted Treatment (MAT) Grant: We are making progress. The Department of Health Services has not provided the contract yet. We have received a letter stating their intent to contract with us. CARE groups in Baraboo, Reedsburg, and Spring Green are coming together. Three of the five grant staff have been hired; the nurse is contracted through BrightStar and the others will be hired through Tellurian. UW Population Health is doing a study. We will be having a site visit in April.
- CJCC - Drug Court: Drug Court has been started with three participants receiving treatment. An RFP was done and now are planning to hire outside the budget. Drug court participants might be able to cross over with the grant. They meet Friday mornings, followed by court in Branch I. There will be Treatment Alternative grants available in the amount of $2,000,000 later in 2016.
- CASA Progress: Met with Columbia County; they do not have any money but will go to their County Board for funding next year. We are going to move forward and go ahead with Ellen Allen at Hope House and contract with them to hire staff to do the preliminary work. We will keep Columbia County involved.
- Senate Bill 326/Assembly Bill 429: Bill talked with Sarah at Wisconsin Counties Association. She still believes this bill is not going forward. Andrea mentioned a letter from Constitine/Erpenbach’s office that sounded like they were going forward with the bill. Bill stated it is not scheduled but will keep an eye on it. Julie Fleming requested information if there are groups in opposition to be able to discuss it ahead of time. Discussed a concern with this bill is there is no funding attached and that it could be a privacy issue. Dan Brattset and Hazel Coppernoll are working on updating the Memorandum of Understanding with law enforcement and have a meeting in two weeks and will update the Board at the March meeting.

The next meeting of the Sauk County Human Services Board will be moved to March 14, 2016, at 5 p.m. in Room 213. Motion by James Bowers, seconded by John Miller to adjourn at 5:39 p.m. Motion carried.
