Chair, Scott Alexander called the meeting to order at 5:05 p.m. and certified compliance with the Open Meeting Law.
Motion by Andrea Lombard, seconded by Joan Fordham to adopt agenda. Motion Carried.
Motion by Andrea Lombard seconded by James Bowers to approve minutes of the previous Human Services Board meeting held on April 6, 2015, with the correction of “After House Crisis Phone Line Change” to read “After Hours Crisis Phone Line Change.” Motion Carried.

Communications
- Board Materials: Distributed electronically.
- Dan Brattset spoke on National Wraparound Implementation Center (NWIC). The State Children, Youth and Families Mental Health Coordinator would like five Sauk County staff (Sharon Boesl, Dan Brattset, Jill Ellinwood, Regina Petersen, and one to be determined) to attend a training for two days in Portland, Oregon. They would like Sauk County to be an advisory council for other counties. There is $6,000 to $8,000 available from the CST grant to attend the training. This will be put on next month’s agenda.
Business Items:
- Review and Approve Monthly Vouchers: Stephanie Box distributed and reviewed the Monthly Voucher Report. Motion by James Bowers, seconded by Andrea Lombard to approve monthly vouchers in the amount of $1,212,320.13. Motion carried.
- Accounts Receivable Report: The Accounts Receivable report was not available; still working on the rates.
- Approval for Collection Requests: Motion by Andrea Lombard, seconded by Joan Fordham to approve sending 11 accounts to Credit Management Control for $21,674.98. Motion carried.
- Monthly Reports: Stephanie Box distributed and discussed the March 2015 Volatile Line report.
- Quarterly Reports: Stephanie Box distributed Alternate Care Statistics. Juvenile Corrections is trending higher; no one was placed last year; this year there is one.
- Year End Reports: Auditors were here two weeks ago. The variance was good for 2014. Request to move to the general fund will be put on next month’s agenda.
- Homelessness Presentation – Fredrick Burdick: Fred was not in attendance. Susan Tucker gave an update. There have been one to two transitional families this year. Two families are in transitional housing. Four families are in the Rapid Rehousing. There were 12 referred to Rapid Rehousing; not all were appropriate for the program. Human Services’ perspective is the program is going well. Referrals have come from all school districts except Wisconsin Dells and River Valley. Another presentation will be pursued.
Department Updates:
- 2016 Budget Process: In June and July the program review form will be presented. This will be put on next month’s agenda.
- Human Services Day Results: Met with three Senators and four Representatives. There was a good response to the issues that were brought up. It was felt they listened. One Senator saw a group that had about 30 people from various counties rather than having one-on-one meetings.
- Medication Assisted Integrated Treatment Grant: The State applied for a Federal grant through Substance Abuse and Mental Health Services Administration (SAMHSA) to expand the C.A.R.E. program. This grant is for $11,000,000 of which $1,000,000 could be awarded to Sauk County. After some expenses, we would receive $700,000 to $800,000 per year for three years. We would contract with another agency to hire four staff to provide program services to consumers who are addicted to drugs. Looking to add Columbia County in the second year, and Richland County the third year, who are our partners in the Wisconsin River CCS Collaborative.
- Discussed criteria for this grant. Sauk County’s population may not rate us very high but Wisconsin is a high risk state which does meet one of the requirements.We will know by October if we are awarded this grant.
CJCC voted to be an advisory committee and the money would come through a DHS contract.Jim noted the Community Development Corporation recognized St. Vincent de Paul for the C.A.R.E. program and presented an award to Joan Mack.
- CJCC Update: After holding an interview, the Operating After Revocation RFP was awarded to Attic Correctional Services.
Dan discussed drug court training.There is a three day training in Wisconsin Dells that will be attended by Judge Evenson, the District Attorney, Dan Brattset, Sharon Boesl, and law enforcement to see what drug court could look like.We would like to start a drug court in the next 1 to 1 ½ years.
- State Budget Update: Income Maintenance is the only Human Services program the joint finance committee has taken up. They have voted for the reserve money to be held at joint finance. We asked for $1.5 million but received $500,000.
